KELTON Kelton. March 27.?We would like to see a Rood rain just now. The farmers are complaining that the land is getting hard and that oats are needing rain. The farmers are well up with their farm work and will soon lie ready for planting. The price of cotton seed has been so high this year that much seed has been sold and I wouldn't be surprised to hear of many calls for them to plant; certainly, if they had to replant. Farmers should always save enough seed to replant should they fail to get a stand the first planting. Mr. Editor, I see in the last issue of The Times your suggestion as how the public roads should be worked. I agree with you, that they should be 1 worked differently from what thev are now worked, with a great deal of saving of money. I believe that letting out the roads by contract by sections for so much for each section to re- 1 sponsible men and let them furnish 1 their own stock and tools and in a ' few years we would know how much ' money each section would require to keep it up. And every section hand ' would be required to keep his section ] in such condition and he would cer- ' tainly look after his section after ( every big rain and open up and clean : out all side ditches immediately and 1 you wouldn't see the water running in the middle of roads for months * washing the roads into deep guilies . as is the case now and when they are vorkee it takes about three ti.r.es the work tc fix them as it would have taken if it had been worked at the proper time. Too many overseers are careless now and are paid bj the day . and are not concerned about how long it takes to do the work, for they are . paid by the day and again jou wouldn't see road sides turned off and , the brush piled on the edges of the roads and the first little wind or ! horse turning at the end knocking the brush in the side ditch and the first < rain that comes the water will be thrown into the road and wash a gully. You certainly would see all that stopped or somebody would pay for their carelessness. Moore of Columbia was here Saturday for the purpose of inspecting the Fourth Company, Coast Artillery, recently organized. Dr. W. O. Rogers of Spartanburg has accepted a position as pharmacist for the Jonesville Drug company. Mr. and Mrs. Geo. C. Wood, Misses Cleo Dobson, Annie Miller and Mr. Hamilton Hill visited friends and relatives at Carlisle last Sunday. Messrs. H. A. Wise, principal of the Columbia High school, and Martin, principal of the McMaster school in Columbia returned to the capital Sunday night, after spending the weekend with friends in town. Mrs. W. W. Wood and children have returned from a month's stay with relatives at Crozet, Va. Dr. J. R. Brown of Spartanburg spent last Sunday in town with Mr. E. L. Littlejohn. The John Haines chapter of the U. I). C., held its regular meeting last Tuesday afternoon at the home of Mrs. J. M. Gault. Quite a number of people from town attended the Fiddlers' cnnvm,tiA? Union Friday. Misses Clara Spears and Marion Littlejohn returned to Winthrop college the first of the week, after a short stay at home. Mr. and Mrs. Sam Littlejohn have received a letter from their son, Lieut. McGowan Littlejohn of the Eighth Cavalry stating that his regiment is still guarding the Mexican border, and was not one of those sent into Mexico to find Villa. Mr. J. H.
