FOR NEUTRALITY WAS MOST INFAMOUS. Says England is righting to Fulfil In? ternal ional Obligations. States That no Nation Ever Entered into a Great Contest With a Clearer Conscience. London, Aug. G.?LOU P. M.?Pre? mier Asquith today asked the house of commons to vote a war credit of $600,000,000, and informed the mem-' bers that Field Marshal Earl Kitch j nor wanted power to increase the! j British army 500,000 men. On the ; new war minister's behalf the prc I ttlier asked the house of commons to j consent to this. Premier Asquith told the house that the White paper issued by the government showed how strenuous and unremitting had been the ef? forts of Sir Edward Grey to secure for Europe an honorable and lasting peace. After reading Sir Edward Goshen's dispatch saying that Germany had made "a strong bid for British neu? trality," the premier remarked that Germany'! suggestion amounted to "the Infamous proposal that we should give her a free hand to annex the whole of the Extra-European possessions of 1'ranee." He continued: "If Great Britain had aocepted what reply could she have made to the Belgians' appeal? She could only have replied that we had bartered away to the power threatening her our obligations to j keep our plighted word. What j would have been Great Britain's po? sition if she had assented to this in? famous proposal, and what was she to get in return? Nothing but a promise given by a power which at that moment was announcing its in? tention of violating its own treaty." "We should have covered ourselves with dishonor and betrayed the Inter? ests of our own country If we had accepted It. Wc arc entitled to say for our country that we have made every ef ort lor peace und that war has been forced upon our country. "The government is confident that the nation is unsheathing the sword in a just cause. We are lighting, j firstly, to fullil international obliga J tlOM, which, if entered Into by pri vate individuals, no self-respecting j man could have repudiated, and sec? ondly, to vindicate the principle that 1 small nations were not to be crush ! ed in defiance of international good J faith at the arbitrary will of a strong j and overmastering power. "No nation ever entered Into a j great contest with a clearer con I science or a stronger conviction. It i is sticking for the defence of a prin? ciple, the maintenance of which is the vital civilisation of the world. As we have entered the struggle, let us now make sure that all our resources not only those of the United King? dom, but those of the vast empire of which iL is the centre, are thrown into the scale."
