Feb. 21.?Congress man Lever, in the committee on ag? riculture, has won a considerable vic? tory in increasing the appropriation for cattle tick eradication in the South from the $150,000 carried in last year's bill to $250,000 for the coming fiscal year. It was won over the unanimour op? position of the sub-oommittee which makes up the bill with the exception of Mr. Lever, whs is a member of the sub-committee. It is known, of course, that several years ago the federal government es? tablished a quarantine against South? ern cattle, and It is estimated by sta? tisticians that on account of this quarantine against tick-infested cat? tle the South suffered an annual loss of from $60.000,000 $10o,000,00. It is expected that the South Carolina leg? islature will soon make a liberal ap? propriation for co-operation with the federal government in this work. Mr. Lever wont before the rcnate committee on finance last Saturday to urge such an appropriation and ho is hopeful that it will pass. It is Mr. Lever's belief that if tne State wlrl appropriate $5,000, the fjederal gov? ernment will expend in the State dur? ing the coming fiscal year at least $15,000, and that the quarantine line In South Carolina will be carried down into the territory of Columbia. Already four of the upper counties of the State have been put in proba? tionary quarantine and these will be released in a short time from any quarantine restrictions. At the hear? ing; of this matter Representati Le gare spoke on the importance of in? creasing the appropriation in the in? terest of the people of the South. Roosevelt And Wall Street. Why docs Mr. Roosevelt, who known all the facts in the case, al? low Mr. Cortelyou to remain? Spanish Paper in 1 lav ma Declares It Was Ordered From Washington. A dispatch from Havana says: The Diarlo Espa no 1, Spanish organ, com? menting editorially upon the anni? versary of the loss of the, battleship, Maine, says: "Every one, including the large part of the Yankee nation which is honest, and which maintained that the decla- 1 ration of war against Spain was a crime, believes, and will continue to beilieve, that the explosion was ar? ranged In the war department at Washington, and that it was carried out by mercenary hands among the crew, acting under orders from offi? cers on board. At the burial of the victims of the tragic event, which was arranged and paid for by the Spanish city government, all the officers of the wrecked vessel assisted, with their captain at their head, wearing their brilliant full-dress uniforms. "That circumstance was, and con? tinues to be, one of the weighty proofs that must convince all that all the officers, save the one chosen as a victim, had taken their luggage ashore from the ship and placed It in a safe and convenient place." The editorial contends throughout that the world wil continue to believe the Maine was destroyed by an ex? plosion from the inside until the Washington government raises the wreck, and from this evidence proves the contrary. Tho Dally Telegraph prints a trans? lation of the editorial, which it calls a vile screed. Senator Vest's Tribute to the Dog. Gentlemen of the Jury:?The best friend a man has in this world may turn against him and become his enemy. His son or daughter that he, has reared with loving care may prove ungrateful. Thoso who are nearest and dearest to us, those whom we trust with our happiness and our good name, may become traitors to their faith. Tho money that a man has he may lose. It files, away from him, perhaps when he needs It most. A man's reputation may be sacrificed in a moment of ill-considered action. The people who are prone to fall on their knees to do us honor when suc? cess is with us, may be the first to throw the stone of malice when fail? ure settles Its cloud upon our; heads. The one absolutely unselfish friend that a man can have in this worlJ, the one that never deserts him, the one that never proves ungrateful or treacherous, is his dog. Gentlemen of the jury, a man's dog stands by him in prosperity and in poverty, in health and In slckaoM. lie wil kiss the hand that has u# food t'? offer, he will lick the wound* aim sores that come in an encounter with the roughness of the world. He guards the sleep of his pauper mastei as he were a prince. When all other friends desert he remains. Wheri riches take wings and reputation falls to pieces, he is as constant ir his love as the sun in its journey through the heavens. If fortune drives the master forth an outcast in the world, friendless and homeless, the faithful dog asks no higher privilege than that of accompanying him tc guard against danger, to fight against his enemies, and when the last scene of all comes, and death takes the master in its embrace and his body is laid away in the cold ground, no mat tef if all other friends pursue their way, there by his graveside will the noble dog be found, his head between his paws, his eyes sad, open In alert watchfulness, faithful and true even to death.
