They farther recommend that the Commit tee on Streets be nrged to report to tbe next meeting of Council tte probable cost of pav ing a portion of Main Street. Your committee calls attention to the need of a union depot or shed to protect our citi zens and the public io general from the exposure to the weather, etc. There will soon be two railroads entering- the city and we are of the opinion that by united efforts a union depot may be gotten L. The Finance Committee asks for a rather indefinite report, and there is nothing in the recommendation to indicate the early commencement of the work of macadamizing Main Street. As the seasoc of the year when pneumonia, la grippe, sore throat, coughs, colds, catarrh, b.oocbitis and lung troubles are to be guard ed against, nothing "is a fine substitute," will "answer the purpose," or is "just as good" as One Minute Cosgb Cure. Extra Pay for Volunteers. Capt L S Carson 19 working to 9ecure fer the members of his company the fxtra month's pay allowed volunteers by an act of the last session of congiess. He bas bad tbe following correspondence witb the auditor of the war department relative to the matter : Sumter, S. C , March 15, 1899 Auditor cf the War Department, Washing ton, D. C. Dear Sir: I have have bid, recently, in quiries from the men of my company as to an act of coogreas reported to have been passed, allowing them an extra month's pay. I hare understood tbat a bill passed the last congress allowing an extra month's pay to those volunteer who served in tbs United Statesand two months' pay to those who served outside of the United States Please let me know if such a bill passed, and about when payment will be made Yours very respectfully, Lawrence S Carson, Late Capt. Co. M, 1st S. C. V. lofty. Treasury Department, Office of the Auditor for the War Department, Washington, D. C , March 22, 1899. Respectfully returned to Lawrence S. Car son, Sumter, S. C , with reply that the act of January 12, 1899, applies only to volun teers who were mustered oat on or after that date As said men were mustered out No vember 10, 1898, they are not entitled to euch extra pay, unless they were discharged with out having been furloughed. Io the latter case they can apply and the claims will re ceive proper consideration A writteo state ment signed by each soldier, giving b s service and address and stating what be claims will be sufficient. Tbe act of March 3, 1899, applies to U. S. "regular" soldiers, except oneclause, wbicb applies to the "heirs" of volunteer soldiers for extra pay under act of January 12, 1899. W. W. Brown, Auditor. Tbe ruling of the auditor may be correct as a matter of law, bot as a matter of justice to tbe volunteer soldiers, it is not, for it dis criminates against tbe volunteers who were mustered out ody a short time before others, who are to receive the extra pay. Capt. Car son bas not given up bope of obtaining tbe extra pay for tbe men and will push the claies. -^^-? ? ? ?^ Ducker & Buitmao are turning prices up side down and buyers of groceries will not find it amiss to keep an ey en the quotations on groceries in bulk Rev. He was busily engaged Monday io paying claims against the Stale Board -'or expenses of "Green Swacp" smallpox epidemic which he handled last fail He ssid that the Board of Health, City Council and Health Officer H H. He thinks with the proper sanitary precaution taken by th:* Board of Health, loather with the usual One work of Health Officer Husbands, toat there is scarcely any danger of a general epidemic in that city.
