CITY tlOUNOIL MEETING.
, Minutes of Regular Sessson.
The City Council met in regular session
last Wednasday night, with Mayor \viiscn
and Alderr-ej Hurst, Carson, Eppsrson,
Boyle and Flowers, present.
Mr. J. N Philips and others made applica
tion fer abatement of license tax but all weie
refused at Council has heretofore refueed to
grant abatements to persons who have done
business but a part cf a year under an annual
tax
Mr. E. W. A. Bultman addressed a letter
to the council offering to purchase terra
cotta piping for the ditch crossing his
premises if the city will put it down.
The matter of committees contracting debts
without previous sanction of council was
brought up and discussed. On motion of
Alderman Carson, a resolution was adopted
forbidding committees contracting any debt
exceeding $10 without having obtained per
mission
Tbe Finance Committee brought op the
matter of expense incurred in the treatment
of smallpox and io free vaccination. The
following recommendations were submitted :
"The Finance Committee hereby recom
mends to he Council, tbat inasmuch as the
records show that about 6,0C0 vaccine points
have been purchased by the city aod the
same having been used by the physicians of
the city for the free vaccination of her cit
izen3, and it appears that about 1,CC0 more
points have beeo used than the population of
our city, your committee is of the opioion that
it woold be unwise, and a waste of the city's
funds to ccu tin ne the free vaccination, and
they recommend that the same be discon
tinued ; and that a committee of two ber ap
pointed by the cconcil to consider applica
tion of persons for vaccination, and wheo in
their opinion tbe person is unable to pay for
vaccination the committee shall have power
to have it doae at the expense of the city.
They farther recommend that the Commit
tee on Streets be nrged to report to tbe next
meeting of Council tte probable cost of pav
ing a portion of Main Street.
Your committee calls attention to the need
of a union depot or shed to protect our citi
zens and the public io general from the
exposure to the weather, etc. There will
soon be two railroads entering- the city and
we are of the opinion that by united efforts
a union depot may be gotten

Aldermen Carson and Hurst were appoint
ed on tbe committee in accordance witb the
foregoing rece m men dation.
Dr. S C. Baker rendered a biil for attend
ance on smallpox paie- ts during months of
January and February, amounting to $96.70.
These bills bearing the approval of the Board
of Health have been before Council several
times, and were referred to the Finance Com
mittee, by whoa they were referred back to
Council with the recommendation that pay*
meat be refused oo the groucd tbat the buis
were excessive.
A resolution was adopted authorizing tbe
Clerk to make a tender cf fifty per cent of
tbe bills to Dr. Baker and to refuse further
payment.

than to report to Council tbe probable cost of
paring a portion of Main Street, mud boles
in wet weather and sand in droughts will
continue to dominate Main Street for a long
time to come. The Finance Committee asks
for a rather indefinite report, and there is
nothing in the recommendation to indicate
the early commencement of the work of
macadamizing Main Street.

read to Camden. The rights of way are
being secured and the final surveys will be
completed in a short time. The road will
probably connect with the Atlantic Coast

through the western suburbs of the city,
learing the town somewhere in the ricinity
of the Guigoard Richardson place.

Cost of Bank Collections
Increased.
The New York Clearing House bas adopted
rales fixing the charges for collecting checks
aod drafts for all banks that are members of
tbe Clearing Hoose Association or that do
business through any of these bank9. No
charge is made on cheeks payable in New
YGrk, bot os checks payable elsewhere,
excepting a few of the larger Northern cities,
a fixed chares is made. Tbe rate on Sooth
Carolina checks is J of 1 per cent, or 25 cents
per hundred. The roles goes further aod
fixes tbe minimum charge for small checks
at 10 cents.
Al! banks transacting business through
New York banks, and this may be said to
include, either directly or indirectly every
bank ic tbe cccnty, are required to sign an
agreement to abide by tbe rules laid down
by the New York Clearing Hoose, aod on no
occasion are variations from tte rules per
mitted.
The fff ct of tbe rule will be to prevent
business men of this aod other States settling
accounts in the North by checks en their
home banks, and will force them to purchase
New York exchange or wait for their credi
tors to draw on them. The expense of co!
lectiog checks on banks outside of New York
will ce increased to such an extent by the
new rules that it will be cheaper to purchase
New York exchange. The mle, of course,
operates to the advantage of the New York
back?.

served outside of the United States Please

teers who were mustered oat on or after that
date As said men were mustered out No
vember 10, 1898, they are not entitled to euch
extra pay, unless they were discharged with
out having been furloughed. Io the latter
case they can apply and the claims will re
ceive proper consideration A writteo state
ment signed by each soldier, giving b s
service and address and stating what be
claims will be sufficient. Tbe act of March
3, 1899, applies to U. S. "regular" soldiers,
except oneclause, wbicb applies to the "heirs"
of volunteer soldiers for extra pay under act
of January 12, 1899.

Tbe ruling of the auditor may be correct as
a matter of law, bot as a matter of justice to
tbe volunteer soldiers, it is not, for it dis
criminates against tbe volunteers who were
mustered out ody a short time before others,
who are to receive the extra pay. Capt. Car
son bas not given up bope of obtaining tbe
extra pay for tbe men and will push the
claies.

Council and Health Officer H H. Husband?,

in that city well in hnnd and bare adopted
strict sanitary and quarantine rules which
are fceiog enforced to the letter. He thinks
with the proper sanitary precaution taken by
th:* Board of Health, loather with the usual

there is scarcely any danger of a general
epidemic in that city. While there, he was

The smallpox epidemic in Su mier County
has dwindled down to two cr three cases, so
far as the inspector eau see, and the end is in
sight.
Scarlet Fever in Florence.
Scarlet f ver is becoming prevalent io the
city of Florence, despite the eSorts of the
health officer to prevent it. There are now
but two well developed esses, the child of
ex-Sheriff Cole, at J. W. McCown'p, and the
little son of Mr. and Mra. J. P. Russell.
Both of these have been placarded and
quarantined, and the occupants are takiog
every care to prevent the spread of the dis
ease.
It is thought that Mr. W. B. Arriogton
bas been attacked with the same disease, but
the docter3 have not as yet pronounced upon
the case. As soon as it is found that the
report is tree, bas residence will also be
quarantined and placarded.-Florence Times
