Fulkerson, a St. Joseph, Missouri banker, is building a row of houses for rent only to families in which there are children and to newly i married couples. Newlyweds, according to Mr. Fulkerson, will be al- j lowed to occupy the.houses with the, provision that if there are no children in their families at the end of j one year's residence they will be asked to vacate. Whenever a child is born in one of his houses, Mr. Fulkerson announced, the rent for that month will be returned to the tenant.
