THURSDAY, FEB. 4. 1909. Southern Express Company. l Our Legislative correspondent, Senator l>ass, remarked m his letter published last week that while rh.-.p-. .?,i nxsilanohe of bills di rectt-d at the railroads, nothiug is 1 attempted in the way of regulating the Express Company. Not companies, but Company, spelled with a capital C and a capital E. 1 For there is only one and that is called the Southern Express Company. Talk about soulless corporation? and grinding monopolies, cot one is a marker to the Sooth- I era Express Company when it { comes to arrogant, insolent defi- ' ancv of the rights of the public. < The Southern Express Compauv J IrnAti-c nn l<?w human nr rlivinp i It is h law uuto itself. It seems I> to be protected by a divinity that * doth hedge kings and for pure, I downright, unadulterated "eussedness'' it stands alone. There are some few little things the Legislature might require of the Southern Express Company, sicce the Railroad Commission v seems to be either dead or sleep:Dg. One of these is uniformity of rates. It is not an unusual t occurrence for it to charge differeat rates for the same package shipped the same distance over b the same line. a Compel it to notify the consignee promptly when goods artive. J-l-riofcnble art:c!es are often al- ^ lowed to remain stored in the ^ * ^ warehouse until unfit for use 11 wheu the agent suddenly wakes 0 up ar:d notifies the consiguee. Iui- u y rv. penalty for a delayed shipnu. r. especially of perishable ^ goods, ard force settlement of *' claims without red tape and with- a in a. reason able time. Theie are many other deticienpies it; this so-called service that g might be improved on, but those suggested will do for a starter. If the present Legislators did \ . . nothing more than to "regulate" this iniquitous and defiant corporation their constituents throughout the Srate would rise up and t proclaim them blessed. i Newspapers Consolidate. e The Georgetown Suuday Out- c look has passed into the hands of Mr C W liouse, editor and proprietor of The Daily Item, pu .shed in the same city. Be- v iug primarily responsible for the * existence of The Outlook we shall ' i always follow its fortunes with j more than casual interest. While ( we note with regret Editor Doar's t retirement from the editorial chair ^ which he filled worthily and well, * h|fe reusous as set forth in his valedictory announcement are convincing that the consolidation is 1 to the best interest of the two j newspapers and to the communi- t ty as well. One good newspaper j in a restricted field is far more ( potential in constructive influence than, two indifferent ones. Here's long life and prosperity* to The Outlook and its new ? editac. * Kcpresentative Mann has prepared a table showing the disc rep* mcy between the amount of:r noney expended by the Stat?- for * ligher educational institutions of* j earning as compared with the . ippropriation for common schools, j lite figures arc interesting: Total ] number of college students re-,' eiving State aid, 3,211; amount received, $514,021.65* Total number >f pupils in public schools, 319,- | ii 14; amount received by public schools. *1.505.980.30. One of the "Solons" wants to create the office of hotel inspector at a salary of $2,000, with provision for an assistant and possibly a retinue of clerks and secretaries. The excuse for the bill seems to be mainly the inspection of hotel fire escapes. Whoever heard of anyone being burued to death in a hotel in South Carolina? Even if such a Jangtr existed why not let each municipality provide for it by srdiuance? But theu there are always insufficient jobs to go around md it is the business of the obligng law-maker to increase the manl? nf iohs tn mept the ever '"I f "J 4 ? | growing demand. t ===== } While tbe newly fledged legis- l ator is casting about for some- ? king tc do he might introduce i i resolution to have the supreme I :ourt mle on the question of ? - c vhether or not a member of the 3 kate legislature or the United States >)ngre33 has the right to hold s he additional office of college 1 rustee, as we understand certain a uenibers of both the law-making c todies referred to are doing.
