There is a disposition among eome persons unversed in business procedure and not familiar with present conditions, to criticize Southern bankers for not making freer advances to farmers on th?ir cotton. The fact that baoks, from New York to San Francisco and from Chicago to New Orleans, have had to issue clearing bouse certificates is sufficient explanation w by banks, neither in the South nor el6e* where, have been lending no mon?y. Conditions from this time forward will improve steadilj, but the farmeis themeselves can help N effectively. There is too much currency in stockings and pocketbooks. The banks need that money to lend individuals that need it The farmer that sells two bales o? cotton and carries home forty dollars to lock up is, in effect, prevenfcng the bank in his court house town from making an advance of $40 to some other farmer who has cotton in the local warehouse. And he is forcing the bank in his conrt house town to press some other farmer for the payment of his note. That pressure forces the debtor to sell his cotton at a sacrifice. If every dollar was in the banks, where it is far safer than in stockings, cupboards or pocket-books, the banks would be better able to extend accommodation to all that wish advances on their cotton, and better able to extend the time of payment to borrowers whose cotton is tbei r secu ri ty. ? The State. K In another column will be noted an offer of twenty-five dollars reward by the town of Kingstree for the arrest with proof to convict of the party or parties who on last Monday night destroyed seventeen street lamps.; This act of vandalism is witnout excuse and it is to be koped that the guilty person or persons will be found out and dealt wjth according to the gravity of the offence. The seventeen lamps destroyed cost the town sixtyeight dollars, we understand, and the tax-payers, already over-burdened, have to go down info their pockets to buv more lamps. Such doings must be considered "fun", by the malefactors, but when it comes to wanton destruction of property the element of fun is: eliminated from the equation and what is left looks like malicious mischief.
