THUK80AY, DECEMBER 31 1003 ?rrThe Public Should Know. It eeems to be the policy of the present town council to bide its light under a bushel so far as its proceedings are concerned. We fully realize the fact that the revenue at its disposal for town purposes is ridiculously small, and iu order to make ends meet it is necessary to practice rigid economy, but iu some ? : ^instances too much economy is as | bed as extiaTagsnce. We refer to I F the giving of publicity to ordinances passed or rescinded by the councilHow in the world the public is to * v keen informed concerning these ~ these matters when absolutely nj pabltyty U given to them, is beyond oar comprehension. Quito by accident we learned recoat ly that the ordinance prohibiting tbt keeping of of swine within the corporate limits had been repealed. Wt doubt the wisdom of this action o| the port of the council and refused to sign a petition to re admit the hogs. Kirgstree has been com| poratively healthy since they were excluded, and in our opinion in is asfsming a grave responsibilty to allow them to be kept in the town. Our town is taking on new growth and business activity and the future looks bright and promising; but mother scourge of fever during the ^ summer would give it a back-set which it would be hard to ^^^P?*t we believe that since the or HH^nance has been rescinded everyH^Body in town should know it, so H^Bhat anyone who desires to do so can * MBemjoy^tfie privilege of keeping hogs HVon bis premises. H Uj*to the Council. . When the Belling of liquor was K prohibited some years ago and Willi liamsbnrg became a "dry" county, K\ in order to support the mnnicipal ls? government of Kingstree it became 1 fl neoeessary to fix a echednle of liKT censes to supplement the revenue derived from direct taxation in lieu H of the moneys received from liquor Wj*. dealers under the old "high license" '? .. *7\" W system. In dne course of time the dispensary came into existence, H when the town Terv owiprnnftlv de Prided to give its share of the profits accruing from that institution to the cause of education, and therefore the privilege tax upon the business enterprises of the town haB remained '' - , ' practically unchanged from year to ^ year. As the time has come for the annual publication of this license sche ; dale (if the present council should see fit to publish it), we beg leave to suggest that iu accord with the spirit of the constitution of 1895, wherein it is provided that "snch I licenses be graduated 20 as to secure a j "\ < *> 1 r T" 11 "1 just imposition of sucU taxes upon the classes subjectthareto," it is incumbent upon the' council to make some changes in the existing ache*dole. Let us see how the constitutional mandate is being earned out: There lias been levied upon the bank, with $15,000 invested, a li cease of $10 per annum' On newspapers, with one-fifteenth the capital, the license is the same, $10. But the most glaring discrepancy of all is the case of the Southern Express Company. On this sordid, grinding monopoly?undoubtedly the most soulless corporation that operates in the South?the license for a whole year is the astonishing sum of five dollars. Here is a greedy, arrogant and oppressive trust that flaunts its power in the faces of its patrons with shameless -effrontery, and when they complain, tells them in effect to help theinselve;, if they can. The aggrieved complaiuant realizes his helplessness and submits with the best grace possible. If we remember aright the council of Kinsrstree did venture several years ago, to raise the Express Company's license: but they declined to pay it and threatened to close the office at this point. The bluff succeeded and the license was again placed at $5 and has so remained ever since. Practically the same thing occurred in .the town of Bafe6burg a year or two ago when the council raised the Southern Express Company's license to $25. The same threat was made but the council stood firm. The office was actually closed up, whereupon the council reported the matter to the attorney general, who through the railroad commission ordered the cffice to be reopened immediately, with a penalty of $100 a day fine for every day that it remained closed. "What has been done at Batesbmg surely can be done in Kingstree. The telegraph cffice, we think, conld stand at least as much tax as a newspaper. As it now 6tands the Western Union Telegraph office at Kingstree pays a license of $5 a year. They, too, tried to close up at Batesburg, concerning which we reproduce the following from the Columbia correspondence of the News and Courier, October 21, 1902, under the caption, "Telegraph OfPunnnt. Clnn#> " The commission was informed yesterday afternoon by Attorney "General Gunter that he was in receipt of a telegram from Batesburg that the Western Union Telegraph Company was about to close its office at that point on account of certain licenses imposed by the town. The commission immediately took the matter up with General Manager E E Clary at Richmond, and informed him that telegraph companies, along with express companies and railroads, were under the direct supervision of the railroad commission, and such a withdrawal as the one proposed at Batesburg by the Western Union Company is a direct violation of the rules of the commission and although they would compelled to open their office at Batesburg, they would remedy any nniust taxation imposed upon them at Batesburg. The commission will to-day offer a telegram to the Western Union Telegraph Company at Batesburg in accordanee with their advices to Mr Clary, and if the message is refused at that point proceedings will at once be begun by the Attorney General to compel the company to keep i he office open at that point Under the present schedule street fakers are charged at the rate of $1 per day. We think $50 would be about the proper figure for that class of business enterprise.
