APRIL 30 ,1903. iThe Educational Outlook. C v^lu.Monday's election the roice of fife people spoke with no uncertain Atones as to their desire for better ed^v'ucational facilities. It was expected that a majority of Totes would be | east for the issuing of bonds, but * even those most sanguine of success . aoarcely hoped for a victory so over> whelming. We do not know who east the two votes that prevented the fmAi heinor tairried uuani r monsly; but we do know?and it is a fact that should be gratifying to _^all?that some who would not vote affirmatively on the bond issue (or mayhap could not do so conscietitionsly), preferred not to exercise * v their right of suffrage rather tlum to > put themselves on record as opposi ing the cause of education. i The main argument of the oppositioa seemed to be that the bond issue would necessitate increased taxation. In their letter.published last week the school trustees showed plainly enough, it seems to us, that as long as the town shares the dispensary profits the revenue from this source will be sufficient to meet the interest and gradually pay the debt; and unless some unforeseen condition arises it is safe to say that the near building will not require a cent in the way of additional taxation. When this proves to be the case we have no doubt that the small diaenting minority will come to agree with the majority that Monday's election was an event fraught with richest blessings to our town and county. * The new building and the adranced grades' contemplated will raise the standard'of the school and give ^n impetus to education that will result in nntold good. Instead of lagging hopelessly behind our eoaunnnity bids fair to become an 5 kir on CUHUKIUUBI WCUICI Ollliuuuum wj an atmosphere of cnltnre and refinement In good time we niaj look _ for a first class "school and town Bfem^\and a flourishing lyceum coarse. All these things will contribute to an intellectual awakening that cannot fail to affect wholesomely the future of the town, ^uch a community is good to live in and # ? < " *? people will be attracted here to educate their childreu. Everr year hundreds of dollars are being spent to educate boys and girls from Williamsburg county :: whose parents would naturally prefer to have them fep re pared for college nearer home. The geographical situation of *^T?ingstree gives it a large territory on every hand from which to draw patronage to a first class school. The ptople of the town have spoken 1 for such qn institution and the time seems ripe tpi*'. ;its . establishment. Let.as all t'OrlHogether in harmony to make the most of the opportunity that i#b#fore us. - * 'u \ * > # *u The Law's Lesson. "I hope thi will do South Carolina good; I hope my case may cause other young meu to halt when they are faced with trouble, and that it will be a lesson that will cause oth. eis to try to avoid my fate." So spoke Lonnie C Myers, a man of good family and means while in jail at Kingstree awaiting transportation to the penitentiary to serve a life sentence for murder. A recommendation to mercy by the jury saved him from the gallows. Myers slew his brother-in-law in a fight which he precipitated. Unquestionably the fate of this young man will "do South Carolina good." The law punishes not for revenge, but for example; that those who fail to respect its majesty through reverence may be forced to obedience through fear. The verdict of the jury iu Williamsburg j county takes a husband from a wife. I a father from four children, but in . i deterring the murderously inclined not only in that county but elsewhere in the State, it may stand between a dozen wqmen and widowhood; save scores,of children from becoming fatherless,. Williamsburg is not is not the only county which has decreed that the horrible crims of blood guiltiness shall be punished; that murderers shall suffer for their sins. Colleton, Florence, Lexington and Bamberg liave set their seal on this condem, i nation. Within the last 60 days three white men have been-convicted of murder?two of them will serve serve life sentences, having been recommended to mercy, and one will 1 ml _i!?, ? nang. .iiirve uiucib wuuticu w manslaughter within the same period have beeu sentenced to terms in the penitentiary varying from five to fifteen years. When the criminally inclined, the irresponsible, the depraved, the men with murder in their hearts know that the law will be enforced, that justice wilt be tlone, they will respect hnmau life.?The Columbia State.. W ATC1I. Women as Well as Men Are Made Miserable by Kidney Trouble. Kidney trouble preys upon the mind, dlscourages and lessens ambition; beauty, vigor tand cheerfulness soon disappear when the kidneys are out of order or diseased. Kidney trouble has become so prevalent that it is not uncommon for a child to be born afflicted with weak kidneys. If the child urin . . ates too often, if the urine scalds the flesh or if, when the child reaches an age when it should be able to control the passage, it is yet afflicted with bed-wetting, depend upon it, the cause of the difficulty is kidney trouble, and the first sttp should be towards the treatment of these important organs. This unpleasant trouble is due to a diseased condition of the kidneys and bladder and not to a habit as most people suppose. Women as well as men are made mis erable with kidney and bladder trouble, and both need the same great remedy. The mild and the immediate effect of Swamp-Root <s soon realized. To the Hon G W Gage, Judge presiding at the spring term of court, we, the Grand Jurv, beg to return this our presentment. We have passed on bills, twelve in number, which were handed ns by our worthy solicitor, giving each our careful consideration and returning nine true bills and three no bills. Th*e examination of the county officers we have deferred for the present, a committee of three, composed of S M Askins, W T Wilkins and Oliu Epps, with H G Askins, Esq., as expert being appointed to make a recess examination. We have visited the county jail and find it neatly kept and the prisoners well cared for. But for the safe-keeping of the prisoners we recommend that steel cells he put in the juil in place of the present iron cages. We have noticed that the fence around the court yard is in a very dilapidated condition and we recommend that an iron fence be built; also the plastering on the front gable of the court house is in bad condition and recommend that it be fixed. Our attention has been called to the condition of the roads throughout the county, which are reported to be in very bad condition, and we recommend that the proper officia'a take immediate steps to have the roads put in better shape. > The petition of R T Iluggins, asking for certain redress and pro tection from a commercial agency, was returned to hint, it being beyond our jurisdiction to take action on said petition. We extend our sincerest thanks to your Honor for your charges of the law and for courtesies show us, also to the solicitor for valuable instructions given us. Respectfully submitted, S. M. Askiks.
