I To the Hotiorable I) A Townsend, i Judge presiding at the fall term of i court. We the Grand Jury be? to present i this our final presentment. We have parsed upon all bills! handed out to us by our worthy | solicitor with careful consideration. ' We visited the jail and find same well kept and prisoners well cared 1 for. Also we find that our reconi, mendation at the spring term of court has been complied with. ! We have examined the bonds of various county officers and consider . them all valid. > We visited the chain gang and ; find it in fairly good condition. We find th:it in rsiinv weather especially. ' when the wiud is blowing that the rain blows in and wets the cab. T E Salters, magistrate at Suiters, has been reported for neglect of duty and A M Gordon is a witness. We recommend that this matter be looked into. The committee appointed at the . first term of court for this year has discharged their duty and their report is here to attached. t We recommend that proper steps , be taken to have State witnesses be more punctual upon attendance at court, that the progress of the court may not be impeded. 'We extend bur sincere thanks to , your Honor for your charge and courtesy 6hown us. Also to our ??inafrnMintic woriuy jjuntiwji ivi limn uvuvuu given lis by which we were enabled , to discharge our duty. Respectfully submitted, J J Graham, , Foreman. To the Honorable D A Townsend, Presiding Judge: !. The undersigned, a committee of the Grand. Jury, appointed at the Februaiv Term of Court, 1902, to investigate the various county offices, beg Tespectfully to make this their report: 1. The books in- the probate judge's office, to wit: The docket of causes, will Ixxik, journal, inventory, and book of devises, we found properly and neatly kept, and all matters jx-rtaining thereto correctly index d. fFlw. ^.,..1% K/wvl? in ooM nft'i/'ii jslmU'<2 X lit" t'ilou l/WI\ ill DIUU viuvv i'?v..u that there is in the hands of the probate judge, as public guardian, for various minors, the sum of one thousand and nineteen and 06-100 d dlurs, which money is on deposit in the Carolina Savings Bank of ' Charleston, drawing 4 per cent interest. 2. In the clerk of court's office, we find that the following books, to wit: Conveyance books, mortgage ^ books, judgment books and cash book are in good shape and well; kept, aud all other books and records | > of his office are in proper place as j i now required by law. His cash book j shows a balance on hand belonging! I to various estates, amounting to j thirteen hundred and ninety and | 75-100 dollars, which said fuhd is now on deposit with the Enterprise Bank of Charleston, and the Bank I of Kingstree. We would like to call j . special attention to the "journal of J ( the court" required by law to be: kept bv the clerk. These we find j exceptionally well kept. , , 3. In the sheriff's office, we find , that the writ book, sales book, execution book, and the jail book are kept as by law required, and all i properly indexed. All tax executions have been accounted for in settlement with proper officers. 4. The offices of county treasurer, county supervisor, and county cn nari r> f/rn rl ^.n f of education Were ( examined by us collectively, and all ) * books found properly kept, and all ' moneys collected, as shown by the ^ books and vouchers are properly I entered. The committee checked up these offices and found all checks issued and payments made properly; ' filed and entered. At the time of j the writing of this report, the annual settlement has not been made, and I therefore, we cannot say how much i money there is in the hands of the county treasurer, but your committee, | after making investigation, begs to 5 report that the financial condition of ! the county is second to none in the State. v '/c- -*^ ' V J- / ' ' _r" .--7 -<-v4 ~ r ' mamtmnMnmfii?. wi -**?t-* ."n.T 5. We regret to repot f i":i?t the county auditor i.- cen-iter:.i !y i. hind with his work, and i h?o thi.- lias impeded the progres- of colh vtjng taxes verv much. His books should have been in the hands of the county treasurer by the loth of Un'oher, which would have euahle.l the treasurer to have met his appointments ill the different sections of the comity. As it is, the rax collections been (Felayed at least forty days. We hope tlint the county auditors will always have the bocks ready for the treasurer by the time required by law. We hojve that the delay ill this case is due to some unavoidable cause. We would recommend that the said office of county auditor Ik* provided with suitable cases in which to keep the tax duplicates, as these ure important records of the. county. We are suprised to tind the assessments of vacant Mots in town of Kingatree far too low as compared with the assessments in the other incorporated towns in the county. In many instances lots which the owners value at fioai $400.00 to $500.00 are assessed at "rom ?10.00 to $25.00. We regard this as unfair, being against the interest of the town of Kingstrce and the county, and we respectfully recommend that the attention of the hoard of equalization be called to tliis matter, and that steps be taken to have this property assessed at a fair valuation. We notice that there are numerous cases where the property is r 'turned at simply nominal values. We do mean to charge any one with tax dodging, but we think that all property should be returned at a fair valuation. We are glad to report that since the court house has been icpaired and enlarged, the coroner has an office in the court house. Weexainined his office and found his luniks neatly kept, and all records pertaining thereto properly, rec orded as hy law required. His unite has not been furnished yet bur this v.ill he done 0:1 demand upon the county supervisor. Respect fully sul uiittcd, J J (it:a 11 am, L L Koiiokus, P M Prockixtox, J 0 Caraway, J T Fkiersox.
