There was no State in the Union that was better governed pre vious to the war than South Caro lina, and even if we grant, for the lake of argument! that the majority were governed by the minority, it wai simply a rule based on the in telligence and high character, and which ran through a long term of years without the least suspicion of dishonor attached to it.
