This action ia all tbe n ore startling because, in reply to a petition re questing tbe retention of Faulkner, which waa signed geuenlly by white and eolored alike, and by members of both political parties, tbe petitioner received from tbe Department on May 4ih, a oommn- nieation stating that, in the opin' ion, of Mr Claikaou, tbe Attaietaot Postmaster General, “there waa no neeeaaity for a change at this office at present.” The removal was nev ertbeless made on May 18th Faulkner, who ia a property* holder, is one of tha moat mtelli. gent and respected colored men in tbe State, and has always stood high hi tbe poblie esteem. In fact, if be wets disposed to do so, bis personal experience for many years past would enable bim to tell the bigots of the North some wholesome troths respecting thu manner in which Southerner* treat the eolored man who is worthy of respect. While bia fealty to ’he Republican party baa never been questioned for a moment, bis modest, retiring dispo sition does not 0t b<m for an ac tive participation in polities. He was undoubtedly* one of tbe most effleient postmasters in the service, and when tbe Drmocrat^ obtained tbs n-ios of government four years ago, one of the strongest petitions we have ever seen, signed a* was tbe cue pn-pared last mentb, by white ami black alike, by Demo> erataaawell as Republicans, and requesting tbe retention ol Faulk* ner solely on tbe ground of bis effl cieney, waa forwarded to Wash' ington by the ckiseus of Society Bill. Tbe lute value of sneb a petition eaunot be fully appreciated unless one remembers that Society Bill ia one of tbe oldest settlements in tbe State, ami that many ol those who signed Faulkner’s petition were tbe former rleh slave owners of the Pee Dee 28eetion. It i* in fact just such n community as would seem to be adapted to tbe cultivation of the principals of “Bourbonis u” so-c.ilI- ed; but while tbe place is some wbat old-fashioned, its people for a century past bsve been celebrat ed throughout South ’Jarolina for their culture and refinement, and for their oonsi rvative, progreaxhe ideas. Sneb is tbe character of the white people who endorsed Faulk ner. At no time, be it remember ed, has there ever been a shadow of doubt about bis being a Republican, fls never claimed that he was scy thing else, and he waa eo regarded by all w>ho knew him Aa a contrast to Fanlkoer, the highly reputable old colored man, wboee industry has enabled bim to provide a livelihood fora large family, let ns turn for a moment to Bafra, the new appointee. No more adequate description of bis personal appoaranoe can be given than to atate that be ia a veritable “eolored Dade”—a representative of the pott-b*Uum, “alwaysfree* uigg«-r of tbe rising generation, with s crim son silk cravat and 1 bat” greese on bia hair; a type which ia MffV-u:ed by tbe nsgrophiUtM ol tbs North, bat whieh is particularly objection able to tbe Southerner, with whom tbe old plantation darkey is tbs typical eolored man. This Ralra, in order to got a morn dewi table school than tbe ooe be bad ia known to asaart most positively that he wee s Dem oorst. It can be proven further, that he has been in tbs hsbit of us ing the mail* for frsodslent pur poses. Be w»» the loesl agent for Wan a maker A Brown, of Philadel phia, which firm allows an addi tional dLcount of ’en per eent. on all clothing purchased by ministers ef. i be gospel. In order to obtain advantage ufitliis additional dis count, Ralra after exhausting tbw list of preachers in bia community lers in m* community, * -w —* r crea ed new “divine*,” wboae firtis |, ***l*d it from becoming a law at - tbe time. The prt»ciple ground tioua orders be forwarded to tbe fiim above nanred. Be even bad tbe andacity to call at tbe expreas office for packages marked ia the names of “Rev. |>. h. Brock,” “Rev. W. Lake,” Ac., Ac Such is tbe cliaraeter of ihe new appointee. To fathom die motive ot, ibis most remarkable removal and ap- poinlment ia tbe question which is now agitating the public m'nd. Home allege that Faulkner’s “fall from grace” was due to the faet that be was not an aggressive poll- eian, and tberefoie could not possi* bly be a couaeientoua Republican as measured by tbottsudjudiof tbe leaders of the party. There are others who believe that tbe remov al was made for the purpose ef re warding an efficient agent of the firm of Wanamakei A Brown, in which case tbe iniquity Is already in some measare eempsaented for by the wholesale ay stem ot fleecing which Rafrs has practiced upon them for several years past. Again it is said that tbe Administntiiou tell into tbe error by listening to the malicious falsehoods of the horde of hungry Sonth Carolina politiciana^ now in Washington, whieh an principled gentry have been fabricating and promulgating statements injurious to Faulkner, in order that tbe spoils of office might fall to Rafrs, “oue of tboir ilk.” Tbe largo majority of our peo pie, however, are ef the opinion that Faulkner waa removed hp the Re publicans simply because ho was aof removed by the Democrats, bis case being precisely analogous to that of Pearson, of New York, against whom soother valid objec tion was to be fennd Bat whether the coarse panned by the administration was based upon any show of reason or not, there is but one opinion among nil ereeds and classes, and that is, that it was most unfortunate. The ap potutmeol of Rafis ap;ieared in tbe very fi at batch of nominations made by tbe new AdminiHtratiou in Sonth Carolina; in fact it waa at tbe very top of tbe list. Being therefore tbe first appointment in the State, it may be regarded aa a fair test ot wbat is to he tbe general policy ot tbe Administration intbia section. If the ignorant, nnprinci- pled, Booth Carolina office seekers who migrated io Washington tbe day of tbe inauguration, and who have been banging arooad tbe White Boose like wolves ever since —if these men, who represent no party or faction, in this State or oat of It, are to have the ear of tie Administration, then the efficiency of tbe public service in South Caro lina will be dangvromdy impaired, and tbe members of both political parties will become digested snd indignant. If an office-holder is to be removed by etve party simply because he was not removed by the other, then g< od-bye to all hope of parity in politics and the promised benefits of “Civil Service Reform.” gift of Mr. Gleason, and at tbe same time, making provision for estab- liahtng tbe Agdenttonl College. This Bill, however, did. not become U law. Since the Legialature i d- joarnedoai th* day after to w ta pre sented to Govei nor Richardson for his signators, he had at that time suly one day in which to couaider R out efi tha three allows d him by law. He did not refuse outrrgbe to sign it, bar by permitting that dby < to pose by without action be pre given by bim for pursuing this oouaae was tbe pending litigation ‘ which has just Ix en d cided by tbe United States Court. It remains to be aeon, therefore, whether he will eetaelly veto tbe Legislative Bill next tall, tbe first two days ot tbe session being also then allowed bim auder the Constitution for each action abonld be desire to take it; and if be does not take it, the Bill then bceomee a law wen without his signature. So the whole matter atill remains in a stale'tif nuornainty, for if an appeal ia mods to the Fedamf Su preme Goert, tbe litigation may tie expected to coutinne for some time to come. THE CLEMSON BEQUEST- The case of Isabella Lee vs. Rich ard W. Simpson, iu which the for mer wialied to la'y aside the will of tbe latoTbos. G. Glemaon, who, it will be remembered, left tbe old Calhoun property at Fort Hill to the State for tbe purimse ot erect* ing an Agricultural College there on, was decided by Chief Justice Fuller, in tbe United States Coen at Charleston on Tuesday. Tbe decision waa a victory for tbe State. In the order signed by the Chief Just oe is this • “After dne consid eration of tbe same (the cause) and of tbs arguments of counsel snd it appearing to (he sati faction of tbe Ooart that the last will and test*, meat of Mrs. Anus O. Clemson was e dne execution of tbe poorer of ap pointment vested in her by tbe will and codicil of her mother, Mrs. Florida Calhoun, it is ordered, ad* judged and decreed that tbe order of iiijonetion heretofore granted io thMeanae br dissolved and the bill of thscompla oant(IsabellaLeajbedis missed, with tbe coats to be paid oy tbe complainant.” This settles tbe case so ler as the District Ooart it that he will advise an appeal to tbe United States Supreme Ooart. There can be no difficulty as to’he area in the new county of Florence, aa it has been sniveyed and a map made, claiming snffieieul territory to form tbe const). The Legislature was satisfied that tbe sorvey and map were correct, notwithstanding the claim made by Darlington that she might be left with less than tbe Constitutional area. 1 am one who never believed that the survey by Major Earle would show a less number of sqqare miles than Dar lington is entitled to, but it i» cer tainly right that the lines between counties should be surveyed nod established. The Act ereating Florence Coun ty gives tbe County Commissi oers of Dsrlingtou and Florence (fonn- ties the right to make tbe sorvey. and no man or set of men oan ga’n- say that right. The Ooonty Com missioners of Darliagtoa were anx ious that Florence should unite in the stuygy; bat 1 suppose tbe “adviaory,,board” would not allow tbe Commiaaioners of Flor ence to Join in the sorvey. The greatest blunder the Commission ers of Florence have made, waa in not joining with Darlington in tbe survey ot the line between the two counties. Tnat done, Florence could have withdrawn from the further *ui vey of Dailington, and the line betwtea the two eonnties would have b en aettied amicably and beyond queatiou.
