This action ia all tbe n ore startling because, in reply to a petition re questing tbe retention of Faulkner, which waa signed geuenlly by white and eolored alike, and by members of both political parties, tbe petitioner received from tbe Department on May 4ih, a oommn- nieation stating that, in the opin' ion, of Mr Claikaou, tbe Attaietaot Postmaster General, “there waa no neeeaaity for a change at this office at present.” The removal was nev ertbeless made on May 18th Faulkner, who ia a property* holder, is one of tha moat mtelli. gent and respected colored men in tbe State, and has always stood high hi tbe poblie esteem. In fact, if be wets disposed to do so, bis personal experience for many years past would enable bim to tell the bigots of the North some wholesome troths respecting thu manner in which Southerner* treat the eolored man who is worthy of respect. While bia fealty to ’he Republican party baa never been questioned for a moment, bis modest, retiring dispo sition does not 0t b<m for an ac tive participation in polities. He was undoubtedly* one of tbe most effleient postmasters in the service, and when tbe Drmocrat^ obtained tbs n-ios of government four years ago, one of the strongest petitions we have ever seen, signed a* was tbe cue pn-pared last mentb, by white ami black alike, by Demo> erataaawell as Republicans, and requesting tbe retention ol Faulk* ner solely on tbe ground of bis effl cieney, waa forwarded to Wash' ington by the ckiseus of Society Bill. Tbe lute value of sneb a petition eaunot be fully appreciated unless one remembers that Society Bill ia one of tbe oldest settlements in tbe State, ami that many ol those who signed Faulkner’s petition were tbe former rleh slave owners of the Pee Dee 28eetion. It i* in fact just such n community as would seem to be adapted to tbe cultivation of the principals of “Bourbonis u” so-c.ilI- ed; but while tbe place is some wbat old-fashioned, its people for a century past bsve been celebrat ed throughout South ’Jarolina for their culture and refinement, and for their oonsi rvative, progreaxhe ideas. THE CLEMSON BEQUEST- The case of Isabella Lee vs. Rich ard W. Simpson, iu which the for mer wialied to la'y aside the will of tbe latoTbos. G. Glemaon, who, it will be remembered, left tbe old Calhoun property at Fort Hill to the State for tbe purimse ot erect* ing an Agricultural College there on, was decided by Chief Justice Fuller, in tbe United States Coen at Charleston on Tuesday. The Legislature was satisfied that tbe sorvey and map were correct, notwithstanding the claim made by Darlington that she might be left with less than tbe Constitutional area. 1 am one who never believed that the survey by Major Earle would show a less number of sqqare miles than Dar lington is entitled to, but it i» cer tainly right that the lines between counties should be surveyed nod established. The Act ereating Florence Coun ty gives tbe County Commissi oers of Dsrlingtou and Florence (fonn- ties the right to make tbe sorvey. and no man or set of men oan ga’n- say that right. The Ooonty Com missioners of Darliagtoa were anx ious that Florence should unite in the stuygy; bat 1 suppose tbe “adviaory,,board” would not allow tbe Commiaaioners of Flor ence to Join in the sorvey. The greatest blunder the Commission ers of Florence have made, waa in not joining with Darlington in tbe survey ot the line between the two counties. Tnat done, Florence could have withdrawn from the further *ui vey of Dailington, and the line betwtea the two eonnties would have b en aettied amicably and beyond queatiou.
