Before the hour fixed for the opening of the potts Managers and Clerks must take and sub scribe to the constitutional oath. The Managers elect their Chair man and Clerk. The polis shall be opened at such voting places as shall be des ignated at 8 o’clock in the fore noon, and close at 6 o’clock in the afternoon of the day of elec tion, except that in Aiken County the polls shall remain open until 7 p.m., and shall be held open during these hours without inter mission or adjournment; and jhe Managers shall administer to e&ch person offering to vote oath that he is qualified to vote at this fl ection, according to the Constitu tion of the State, and that he l^as not voted during this election. LOCAL C ONSTITUTION AL AMENDMENTS .NO. 1 ALLENDALE COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to delete Allen- da>e County from that provision designated as (8), which permits the Counties of Allendale and Mc Cormick to incur bonded indebt edness not exceeding fifteen per cent for certain purposes? Shall Section 5 of Article X of the Constitution of this State be amended so as to permit Allen dale County to incur bonded in debtedness in an amount not ex ceeding fifteen per cent of the as sessed value of all taxable prop erty therein? NO. 2 ANDERSON COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to permit School District No. 1 of Anderson Coun ty to increase its bonded indebt edness up to sixteen per cent of the assessed value of the taxable property therein and to include such indebtedness from the lim itation of aggregate indebtedness upon any territory in the county? NO. 5 BEAUFORT COUNTY Amendment No. 1 Shall Section 7, Article VII, of the Constitution of this State lim iting the amount of bonded in debtedness which may be incur red by a municipality, be amend ed so as to eliminate the provis ion exempting the City of Beau fort from such limitation when the proceeds of the bonds are ap plied exclusively to the purchase, erection, improvement and maint enance of streets and sidewalks where the abutting property own ers are assessed as much as one- hal*f the cost thereof, or for the purchase, construction and maint enance of waterworks, lighting plants, gas plans, sewerage sys tems or for the payment of debts incurred? Amendment No. 2 Shall Section 5, Article X, of the Constitution, limiting the a- mount of bonded indebtedness which may be incurred by muni cipal corporations, be amended so as to eViminate the proviso ex empting the City of Beaufort from such limitation when the proceeds of such bonds are ap plied exclusively to the purchase, erection, improvement and main tenance of streets and sidewalks where the abutting property own ers are assessed as much as one- h^lf the cost thereof, or for the purchase, construction and main tenance of waterworks, lighting plants, gas plants, sewerage sys tems or for the payment of debts incurred, and when the question of incurring such indebtedness is submitted to the qualified elec tors of said municipality as pro vided by >aw? Amendment No. 3 Shall Section 5, Article X, of the Constitution of this State lim iting the bonded indebtedness which may be incurred by polit ical subdivisions of this State, be amended so as to eliminate the provision exempting the County of Beaufort and the townships, school districts and other polit ical subdivisions of the county from such limitation? Amendment No. 4 Shall Section 5, Article X, of the Constitution of this State lim iting the bonded indebtedness which may be incurred by polit ical subdivisions of this State, be amended so as to eliminate the provision exempting Beaufort from such limitation? NO. 7 CHARLESTON COUNTY Shall Section 13, Article II, of the Constitution of South Caro lina, 1895, be amended so as to permit the holding of special el ections in the City of Charleston for the purpose of determining if the City Council of the City of Charleston shall be empowered to issue general obligation bonds of the City of Charleston for any corporate purpose without there first being presented to the City Council a petition signed by a majority of the freeholders of the City of Charleston petition ing and authorizing such elect ions? NO. 8 CHARLESTON COUNTY Shall Section 5. Article X, of the Constitution of South Caro lina, 1895, be amended so as to permit James Island School Dis trict No. 3 of Charleston County, the State of South Carolina, to incur bonded indebtedness up to fifteen per cent of the assessed value of the taxable property therein? NO. 9 DILLON COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to permit Dillon County to incur bonded indebted- nessfor school purposes in an amount not exceeding fifteen per cent of the assessed value of all taxable property within the coun ty and to exclude such indebted ness from the limitation of ag gregate indebtedness upon any territory in the county? NO. 10 FLORENCE COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to permit School District No. 2 in Florence County to incur bonded indebtedness for school purposes in an amount not exceeding eighteen per cent of the assessed value of all taxable property within the district and to exclude such indebtedness from the limitation of aggregate indebtedness upon any territory in the county? NO. 11 GREENVU LE COUNTY Shall Section 13, Article II, of the Constitution of South Caro lina, 1895, be amended so as to permit the holding of special elections in the City of Green ville for the purpose of determin ing if the City Council of the City of Greenville shall be em powered to issue general obliga tion bonds of the City of Green ville for any corporate purpose without there first being present ed to the City Council a petition signed by a majority of the free holders of the City of Greenville petitioning such elections? NO. 12 GREENVILLE COUNTY Shall Section 22 of Article V of the Constitution of this State be amended so as to increase the size of the civil petit jury of the County Court of Greenville from six to twelve men? NO. 13 GREENWOOD COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to permit Ninety Six School District No. 52 in Greenwood County to increase its bonded indebtedness up to eighteen per cent of the assessed value of the taxable property therein? NO. 14 GREENWOOD COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to permit Green wood County to incur bonded in debtedness not exceeding twelve per cent of the assessed value of all taxable property in the coun ty? Shall Section 5 of Article X of the Constitution of this State be >• i , amended so as to permit School District No. 50 in Greenwood County to incur bonded indebted ness for school purposes to an amount not exceeding twenty per cent of the assessed value of all taxable property therein? NO. 15 KERSHAW COUNTY Shall Section 5 of Article X of the Constitution of this State be amended so as to permit school authorities in Kershaw County to incur bonded indebtedness for school purposes in an amount not exceeding fifteen per cent of the assessed value of all taxable property within the county and to exclude such indebtedness from the limitation of aggregate indebtedness upon any territory in the county? NO. 16 KERSHAW AND LANCASTER COUNTIES Shall Section 5 of Article X of the Constitution of this State be amended so as to delete the pro visions relating to the bonded in debtedness of the former Lan caster School District embracing the Town of Lancaster, Heath Springs School District No. 38 and School District No. 40 in Ker shaw and Lancaster Counties? Shall Section 5 of Article X of the Constitution of this State be amended so as to permit the School District of Lancaster County to incur bonded indebted ness for school purposes in an amount not exceeding fifteen per cent of the assessed value of all taxable property within the dis trict? NO. 17 RICHLAND COUNTY Shall Section 5 of Article X of the Constitution of this State be amended, so as to permit the in crease of he bonded indebtedness of School District No. 5 of Rich land County not to exceed thirty per cent of the assessed value of the taxable property in the dis trict, and to eliminate considera tion of such indebtedness as to other political entities covering the same territory?
