The State has only two services of such urgency that we cannot trim them: police protection and public health: all others cure secondary. Important they are, of course; but the State which cannot maintain public order and protect its citizens in the use and enjoyment of their earnings and capital is a mere bump on a log and an invita tion to anarchy. Likewise the State must take measures to assure the public against plagues. All these others are good things, splendid helps to the citizenry, but not of such immediate urgency as permits us to regard them as so neces sary as to imperil the credit of the State. I rejoice that I do not belong to pressure groups, nor to those clamoring for public appropria tions. The greatest danger we have now is such a sense 'of loyalty to a group or to an in* stitution as leads us to look first to them and their prosper ity rather than to measures the needs of all the State, remem bering that the State is not a group of people drawing sal aries from the State, but the State is the taxpayer, multi plied thousands of times by his fellow sufferers who are the victims of an annual crusade to squeeze him to a pulp.
