I read the account very care
fully in order to learn the se

to do something for them on

Coast Easterners seem like

According to the papers, this
is a great year for the Florida
Citrus growers. The expecta
tion is that .the citrus sales will
total about $125,000,000, against
$77,000,000 for the year before.
The secret is the great sale of
frozen juice, cold concentrated
juice. And then, California’s
crop has been nipped again by
cold. But in the midst of all
the wild rejoicing a Banker
sounds a cautious note, lest the
buying public rebel at the
prices. *
Now.,, the -Government has

Good men cause most of the
trouble in any effort toward
economy, (f all the high spend
ers were evil men it would be
easy to pcint them out; merely
pointing at them would be suf
ficient to arouse all the good,
sound men; but when some of
the best men advocate this high
spending the cause is given a
dignity and respectability that
carries it a long way toward
adoption. ^
We are a people of short vis-,
ion. Could we not see years;
ago that we were committing j 1
the State to excessive perma- *
nent expenditures? Some tried
to impress that but were like
the hounds baying at the moon.
But where does that leave us
today? Shall we persist in er
ror because we started in er
ror? Can a man spend on his
family in time of adversity as
he does in time of prosperity?
Some men do, and we point
them out as the visionaries, the
unpractical, unthrifty men who
quickly .run through fortunes.
A more prudent man will trim
his sails to catch the wind;, or
take in his sails if a stocrm
blow. •

I am not impressed by the
statement that the University
cannot operate with less, than
$1,690,000; the basic fact is
that we shouldn’t endanger the
credit of the State in order to
operate the University, or any
other institution. The State
has only two services of such
urgency that we cannot trim
them: police protection and
public health: all others cure
secondary. Important they are,
of course; but the State which
cannot maintain public order
and protect its citizens in the
use and enjoyment of their
earnings and capital is a mere
bump on a log and an invita
tion to anarchy. Likewise the
State must take measures to
assure the public against
plagues. All these others are
good things, splendid helps to
the citizenry, but not of such
immediate urgency as permits
us to regard them as so neces
sary as to imperil the credit of
the State.
I rejoice that I do not belong
to pressure groups, nor to those
clamoring for public appropria
tions. The greatest danger we
have now is such a sense 'of
loyalty to a group or to an in*
stitution as leads us to look
first to them and their prosper
ity rather than to measures the
needs of all the State, remem
bering that the State is not a
group of people drawing sal
aries from the State, but the
State is the taxpayer, multi
plied thousands of times by his
fellow sufferers who are the
victims of an annual crusade
to squeeze him to a pulp.
I may be as near the Uni
versity as others are but the
University is not to be placed
above the taxpayers; and that
applies to all the other insti
tutions and services.
