In regard to the Observer opposing the aippropriation by the Legislature, we have, not its files at hand, but our recollection is that not many Issues back, wvheni the Obser'ver ad vertisoed that thie Newbertry County exhibIt was goIng to fail, the editor of' t,he Oh server e xpres.sed thie opinion thatt lie had thought from the first thart this appropriatIon by the Legislature was unconstitutional, arid, therefore, we supposed he had opposed it from the beginning, because we thoughlt it hardly p)robable that lhe would advo cate what hie considered an unrconstltu tlonal appr'opr'iation. We recall now', however, thait at the time the ap)propri ation was miade the editor of the Oh 'ier ''r was editirng the Green ville News and, therefore, could not have opposed the approp)riation in the Observer as editor. But that now is a dead issue, atid if the editor of the Observer says lie favored this appropriation we are wil ling to take his statement. We notice from a statement from the State Treasurer that not more than one tenth of the State taxes have been paid. ThIs makes it necessary for the State to borrow money to meet the Interest on the publie debt. Even with the peo pie expeoting an extension of time fotr payment of t,axes it hies been a good many years sinee so small a percentage of the taxes were paid by the end of (lie year. If this is an indication of the conditions in this State it is going to be very important that every one shall be eareful and economical during this year.
