Washington, July 9.?Senator Doutno's parcels post scheme, which, in all probability, will be reported to the Senate this week from the com mittee on postoffices and post rouds, of which he is chairman, as a feature of the postofllce appropriation bill, at tempts to solve the problem in an en tirely new way, and promises the so lution of this controversy In the opin> lon of many mombers of the Senate. Mr. Bourne proposes to change the classification of mall and postage rates so that Instead of there being four classes of mall there will be but three. The first and second classes are to remain as now. The first class mall la to be paid for by stamps attached. The second-lass mall is to be paid for In money. Third class mail would include all mallabie matter not embraced in the flrBt two classes. The parcels poBt al ready In existence In this country, limited to a four-pound package, cost I cent an ounce to transport, would be changed and the limit raised to eleven pounds. The cost of transportation will be regulated by distance as well as weight. The country is divided Into six zones, the first zone including all territory lying within a mean radial distance of 50 miles from a central point. The sixth zone Includes all territory lying outside of a radius of 2.000 miles from the central point. Each State and Territory Is divided into units of 30 minutes square. The author decided to measure the units by means of lattltude and longitude. In view of the Impracticability of making the several States of different sizes units in themselves. He ad mits that some slight Injustice will be done under this scheme, but be lieves It is reduced to a minimum. The rate of transportation was bas ed upon figures showing the actual cost of carrying a poung package of fourth-class matter various dis tances from 50 to 2.000 mllea. The coBt varies from 6 cents for the first pound and 2 cents for each additional pound In the first zone, to 12 cents for the first pound and 12 cents for each additional pound in the sixth zone. Senator nourne. in discussing his scheme, said: "I believe the flat-rate Bystem un scientific, and Impracticable as ap plied to packages such as we expect to transport under parcels post. It Is unscientific because It disregards distance. In the transportation of letters, where the Individual pieces are small, distance is of little conse quence, but this Is not true of pack ages of merchandise. It Is Impracti cable because the high rate for the short distance will practically pro hibit the use of the service for trans portation of goods of low value. Clemson College, July 11.?News has just reached here that Col. Richard W. Simpson, a life member of the Clemson board of trustees, died at a sanitarium In Atlanta this morning at 4 o'clock. Col. Simpson has been in failing health for some months and has been aperated on recently in Charlotte, N. C, from which place he rotur?*.c?l ten days ago. to Clemson, where he has threo daughters. He was taken to Atlanta last week for treatment. Col. Simpson was born near Pon delton. S. C, Sept. 11, 1840, was edu cated at Wofford College, served in the 3rd, S. C. regiment in the Con federate army, was educated for the bar but was forced by ill health to remain on his farm. Later, in 1875, he began the practice of law in An derson, where he practiced until his death. He was sent to the legisla ture from Anderson County in 1874 and had an influental part in the reconstruction affairs that put the negro government out and Wade Hampton. He was a personal friend of Hon. T. O. Clemson and was made one of the seven life trustees of Clemson College; he having advocated tho es tablishment of such an Institution when he was in the legislature. For many years he was the chairman of the hoard of trusttees. Col. Simpson was married In early life to Miss Marie Louise Garllngton and has three sons and six daughters living: Mr. R. W. Simpson, Jr., of Richmond; Mr. John G. Simpson and Mr. Tallie Simpson, both of Char lotte; Mrs. W. W. Watklns. of Pen 'delton, Mrs. P. H. E. Sloan, Jr., of Pendleton, Mrs. S. M. Martin, of Clemson College, Mrs. W. W. Klugh, of Clemson College, and Mrs. A. G. Holmes of Clemson College. Mrs. Simpson died about two years ago. Col. Simpson's body will be brought to Pendleton this afternoon, and the burial will occur at Pendleton to morrow. Friday, at an hour not yet announced. $100 Reward, $100.
