Wti Ting Fang, better known among us as Chinese Minister Wu at Washington, will deliver the commencement address at the Georgia Military College at Milledgeville, and Gov. Candler is to introduce him. Editor Bacon rises to remark that ''politics and potatoes arc or. the market" and that "most wo men wish they were men, and lots of them act ,as though they were trying to be." If we can judge from the frequency ot the exercise of the executive clemency by Governor McSweeney we would be likely to conclude that the fault of the courts of this State is their propensity to convict and punish the inuocent rather than their failure to convict the guilty as has been generally supposed heretofore. So freely has the Governor used this power that the friends and perhaps the attorney of a negro who was convicted in the courts of one of our counties for steal ing a bale of cotton, were en couraged to apply recently to the Governor for a pardon for thin cotton thief! And if Solicitor Henry and the presiding Judge had not refused to sign the petition for pardon, it might have been granted. I Know On* Snm Rotnedy for as obatiiiAio cold. Its luunt; !e Pyny-B*lM*?
