If we can judge from the frequency
ot the exercise of the
executive clemency by Governor
McSweeney we would be likely
to conclude that the fault of the
courts of this State is their propensity
to convict and punish the
inuocent rather than their failure
to convict the guilty as has been
generally supposed heretofore.
So freely has the Governor used
this power that the friends and
perhaps the attorney of a negro
who was convicted in the courts
of one of our counties for steal
ing a bale of cotton, were en
couraged to apply recently to the
Governor for a pardon for thin
cotton thief! And if Solicitor
Henry and the presiding Judge
had not refused to sign the petition
for pardon, it might have
been granted.

first of July when an Act of the
Ganeral Assembly of 1901 goes
into effect. Dealers in pistols
had better get rid of their stocks
between now and that time, as
the penalty for violation of that
law is too heavy to take any
chances on. The act reads as
follows :

long and three pounds in weight,
and it shall he unlawful for any
person, firm or corporation to
