It was just the t ragged edge of a tropical storm and j had somehow gotten a touch of winter j mixed in with the high wind and rain to make it more disagreeable. All day ' it rained; a nastv, stinging rain that ^ penetrated all kinds of coverings and sneaked its way into the cracks and crannies of roof and shelter. The wind blew fitfully, now with the fury | of a storm and then just hard enough ? to make walking disagreeable and | 1 render umbrellas useless. The Huntsville K mndlap Bale Compress Plant was organized by T. W. Pratt, says the Huntsville, Alabama Mercury : "It is owned by Messrs. Pratt ifc Coons, and is the largest in the South. "This plant started in operation in the fall of 1897, ginning and baling the tirst year 3,500 bales. Of the crop of 1898it ginned about 7000 bales. IC.?Dear Sir: In your letter of the 1 1th instant you ask if "it is lawful for a magistrate to charge and collect costs in criminal cases and turn over the same to the i county treasurer when the case is dismissed on motion of the state or the prosecuting witness." 1 beg j to give as my opinion that it is lawful to charge anil collect such costs and make such disposition of the same, for the reason that in cases where settlement is within the jurisdiction or discretion of a magistrate it is often proper to dismiss the case upon condition that the titate shall be held omnia as to all the expenses of the prosecution, and in fact such a course is often pursued. There is no reason why the state should not be reimbursed whenever possible ' for the expenses of bringing criminals, or supposed criminals, to justice.
