ragged edge of a tropical storm and j
had somehow gotten a touch of winter j
mixed in with the high wind and rain
to make it more disagreeable. All day '
it rained; a nastv, stinging rain that ^
penetrated all kinds of coverings and
sneaked its way into the cracks and
crannies of roof and shelter. The
wind blew fitfully, now with the fury |
of a storm and then just hard enough ?
to make walking disagreeable and |
1 render umbrellas useless. It was con- ]
siderably colder than Sunday and this ]
brought out overcoats and wraps i
generally. 1

The storm centre was apparently very
near the coast and Hying slates, signs ^
and falling trees and fences made
walking not only diltlcult but dangerous.
The wind kept gaining force ?
and at 10 o'clock it was blowing at the
rate of 58 miles per hour, increasing
somewhat by 11 o'clock and then gradually
beginning to die away.
With very few exceptions the people |

at dark and went to their homes. The

were often delayed by "cut-outs" and |
the schedules could not be made. .
As far as could be learned last night (

of broken or misplaced signboards.

The Huntsville K mndlap Bale
Compress Plant was organized by
T. W. Pratt, says the Huntsville,
Alabama Mercury : "It is owned
by Messrs. Pratt ifc Coons, and is
the largest in the South.
"This plant started in operation
in the fall of 1897, ginning
and baling the tirst year 3,500
bales. Of the crop of 1898it ginned
about 7000 bales. The proprietors
expect to gin and bale 14,000
bales of the present crop. The results
of this system are untold in

and the shipper. This plant haa
reduced the cost of baling from
$2.50 to $1.00 bale.
"The farmer drives his load of
cotton to the gin, aud can sit on
his wagon and rest ten minntes,
during which time his wagon is
unloaded by machinery, hia cotton
ginued, baled, sampled and
delivered into his wagon together
with the seed is he prefers, or if
he prefers, he can take a storage
ticket for cotton and seed and be
bothered no more with his product.
But these are not all the
advantages. lie can drive to this
igin ana sell his cotton, in any
quantity from 100 pounds to 100
tons, at the market price, without
having it ginned at all. For the
small farmer, this system is the
best of all. He handles his cotton
crop in this manner exactly as he
does his corn crop, selling in large
or small quantities as he wishes
money or has time to deliver."

IC.?Dear Sir: In your letter of
the 1 1th instant you ask if "it is
lawful for a magistrate to charge
and collect costs in criminal cases
and turn over the same to the
i county treasurer when the case is
dismissed on motion of the state
or the prosecuting witness." 1 beg
j to give as my opinion that it is
lawful to charge anil collect such
costs and make such disposition
of the same, for the reason that
in cases where settlement is within
the jurisdiction or discretion
of a magistrate it is often proper
to dismiss the case upon condition
that the titate shall be held omnia
as to all the expenses of the prosecution,
and in fact such a course
is often pursued. There is no
reason why the state should not
be reimbursed whenever possible
' for the expenses of bringing criminals,
or supposed criminals, to
justice. The costs and charges so
collected must he, a9 you recog
nize in vour question, turned
over to the county treasurer for
I the benefit of the county. '
