Wednesday* Aug. 23. 1809. DO POLICE UPHOLD THE DISPENSARY. Governor McSweeney Writes Mayors and Intendants. Gov. McSweeney recently reduced the number of constables employed by the State to aid in the enforcement of the dispensary law. The results have apoarently proved satisfactory, for the chief executive is looking around for means to enable the number of constables to be still further reduced. With what end in view he has written the mayors of towns and citieB asking them to use their efforts to have the local police enforce the dispensary law. lie has elso asked each of them to express a candid opinion of his views in regard to the enforcement of the law. Following is the governor's letter: Dear Sir : As the head of vonr town's share of the profits. 1 there is no dispensary in you town the dispensary law must b enforced any way,, and violator of it brdught to ju6tifee, and pro vision witf be niad& to have i done if your local Authorities ar unable to do so. I am satisfies that with the proper effort on th' part of the cities * and towns o this State, with their local police the dispensary law can be bette enforced, and with less frictioi municipal government, I take it that you are interested in the maintenance of law and order. I feel that I can and that I have a right, as governor of the State, to call upon you to aid in any effort that is made for the public weal and the proper enforcement of law. It is contrary to the ordinances of your municipality, be cause it is forbidden by the constitution of the State, that any liquor should be sold other than as provided by the disDonsarv law. If yon have a dispensary you share in the profits from the sale of liquors through the dispensary. In view of this fact, if not on the higher ground that to sell whiskey in any other way is a violation of law, I feel that you should, through your police force, put down the illicit sale of whiskey in your city or town. I desire to know if 1 can depend on you to see that the dispensary law is enforced and violators of it are arrested and brought before the proper legal tribunals for trial. I ask your aid in this matter and would be glad to have your views on the subject. I desire to further reduce the constabulary force, and, if possible, to remove them from tho cities and towns, except it may be to aid the local police in work ing up special cases. If in your judgement your local police is unable to stop the illicit sale of whiskey in your town, I would be glad to have you say so frankly. In that eyent I will then know how to proceed. I desire to have the dispensary law enforced, and shall spare no means within my power to see that it is. I hope to have it done with as little friction as possible and by the ordinary legal machinery of the State. If any city or town is unable to enforce the law and to stop the violations of it, and State constables have to be sent there. I shall recommend to the State board of control that the expenses of these constable* be paid out of the city's or v r; % . . i! ' : 4 than by State constables. Tlx only question is will the city an< town councils give that aid whicl is necessary. That is the infor mation I am now seeking througl you as the head of your municipa government.
