C. c C ti Thursdat, May 16, ;-.5 Tne State Democratic Executive 1 Committee has ordered a primary S election to nominate delegates to the constitutional convention. The plan 6 seems fair on its face if the people : will go into it and undertake to run it, y and not leave everything to. the ring. Cf As a matter of party law the Executive Cnmittee has no authority whatever I to order this primary, for there is not I one word in the party con'titution i conferring such poa er. The plan provides that two managers sh dl conie from one faction and the I rd mana- r ger and clerk from the other faction. It seems that this should ensure a fair count. As far as Fairfield is con cerned, we do inot believe there will I be the slightest difficulty in nominating i and electing delegates, equally divided between the two factions, for we think that we yan make our own rules to guarantee this result-that two in a primary, if you please. The plan is simply this: Hold a primary election, and the two Conservatives and two I Reformers receiving the highest num ber of votes shall be declared the nominees, no vote to be contted un less it contains the name of two of each faction. This gives each faction the right to have a vaie .in selectin g the nominees of the two faction's, a ensures an equal division beyoutr question. It may be said that there :s no legal authority for such an arrange ment. Neither is there any 'egal au thority to hold a primary at all for the nomination of candidates for the constitutional convention. We believe this plan will meet with general ap -proval, and can be carried out. The remains of John Richmond, own in St. Joseph, were in'erred asterday afternoon in Oakland cem :ery. The ftuneral services were con acted by Rev. Dr. S M. Neel of the enter Presbvter an Church, Kansas ity, assistt d by Rev. Dr. Vandeven r of this city. John Rlchmomd, the fourth son of r. and Mrs. J. M. Richmond, old t. Joseph residents, died in st. Louis st Wednesday, five days after having bmited to a !urgical operation for ppendicitii. The deceased was 22 ears of age and was a resident of t. Joseph until four years ago, when e went to St. Louis to take a position rith Architect Mann, formerly of this itv. Prior to the discolution of the nm of Eckel & Mann in this city, oung Richmond was employed here. 'eculiarly gifted by nature and i - nued with stro-ng ambition, his succe s a his profezsion was relly phenor - al for one of hi< early age.
