Tne State Democratic Executive 1
Committee has ordered a primary S
election to nominate delegates to the
constitutional convention. The plan 6
seems fair on its face if the people :
will go into it and undertake to run it, y
and not leave everything to. the ring. Cf
As a matter of party law the Executive
Cnmittee has no authority whatever I
to order this primary, for there is not I
one word in the party con'titution i
conferring such poa er. The plan
provides that two managers sh dl conie
from one faction and the I rd mana- r
ger and clerk from the other faction.
It seems that this should ensure a fair
count. As far as Fairfield is con
cerned, we do inot believe there will I
be the slightest difficulty in nominating i
and electing delegates, equally divided
between the two factions, for we
think that we yan make our own rules
to guarantee this result-that two in a
primary, if you please. The plan is
simply this: Hold a primary election,
and the two Conservatives and two I
Reformers receiving the highest num
ber of votes shall be declared the
nominees, no vote to be contted un
less it contains the name of two of
each faction. This gives each faction
the right to have a vaie .in selectin g
the nominees of the two faction's, a
ensures an equal division beyoutr
question. It may be said that there :s
no legal authority for such an arrange
ment. Neither is there any 'egal au
thority to hold a primary at all for
the nomination of candidates for the
constitutional convention. We believe
this plan will meet with general ap
-proval, and can be carried out. Sny
pose--the -committee of the "Forty"
submit some such scheme to the County
Executive Committee
.IT will not be daring the life of the
present ger.eiation that our public
highways will he properly construct':d.
We are too far behind to expect any
great improvement. Our roads are
construe'ed without any regard wl.et
ever to the topography of the country,
and when the timne does come to build
them properlj they will have to De
run again by cmpeteur' entgineer's. The
State of Me acmusett has probably
tsken the lead int road e->nstruction,
and it may be some inducemi nt to our
people 1o improve theirs to) give some-.
thing of what is being done in Mass~a
chusetts, as is very interestingly told
us in a circular letter from Albert A.
Pope, of Boston.
A road commission ha.s been ap
pointed and an appropria'ion of $300,
000 has been ma'.le for the~ purpose or
improving thc highways. The circu
lar says:
The $300,000 has been prtetty evey
divided among fourteen connties. Ipe
fore deciding which of the manny perti
tions should be grante~d an official vIii1
was paid to each locality, a:d full
information as to the value er the pro
posed improvemetnt collected. While
this method has distributed the work
in small sections of rcoads, thus ini-9
creasing the expense p--r tmile, tbe.
advantage to the people at D~ iie wil
be greater, for the t eason thlat. e:.ch
portion of the State highway cot.
