Were all of his mind the cause he spoke fur would be ea-y of accomplishtment. WE are glad to see that some of the most zealous Reform papers of the State di-approve of the searching od private trunk<. This is certainly a outr age and more than a few of us are beginning to iealize that the leud ing- features of the dispet-sary law art outrageon. THE Yorkyille Enquirer issnei 2 semi-weekly now. The Enguirer hai always been one of the leading week lies in this State, but they are not con tent longer with one. issne. We fee sure that the semi-weekly will be greatly appreciatei by the patrons oi this live journal. Tz Columbia Register in quoting a short, harmless, noni-political editorial of this paper on a State naval reserve: pat4 as down-"Winnsboro NEws 19. HzRa.D.-.Anti." All of which is very true, for iwe are pretty safe in bping "Anti"- as regards the cou.rse o-f th~e Register, but when we happen to express an opinion as to the probable date of the milleniumn, the uncertainty of the theory of evolution or some thing else equally foreign to "State politics" kindly quote us minus our Tn.E convention of the Forty must be a source of satisfaction to all but extremists. The meeting was charac terized by all the harmony and courtesy that could have been wished for. lNothing unpleasant marred the oc casion, and all in all it looks as if we have finally come to look upon "peace and unity" as something more than a political "off-yiar" theory. The plans proposed will meet universal approval. Ea'al division of delegates and white supreig.y are first and foremost. The op~nvention promises its support to and co-operation with all workers for peace. We trus& their efi'orts will bear fruit. For this to be the case much immediate work in this direc tion is necessary. The opposition in the persons of Irby and Wilson are going to do their utmost to destroy the effects of this conference and to defeat its purposes. They can hardly do so, but something mor3 than the mere expression of a desire for "peace and unity" is necessary. It must be work ed for. Electoral Reform in the South. rem the New York Tribune, March 2.. Ex-Senator Matthew C. But:.er. 'a South Carolina, and Se:e~tor G-r James Hotel. At the time of ex-Senrt the Senate there was a good deal i' talk about dinhonest vo~iung and il e gd balloting. Mr. Butler was asked if ne had read the reports of dhe efforts being made by Congressman-<lect Howard, of Alabama, and J. C. Man nling to arouse public sentiment in New York against the present methods in rogue of holding an election in~ the South. Mr. Butler said: ''I amn out ~of public life n:ow,-anid I (lon't speak with any more weight than~ any other citizen. I have read these rc p orts', bunt iealy i don't know cnough bout' the aim and idea of the new * mNovement to discuss the queationa i: - Seligenty." Mir. Butler, while ret! cent in speaking of the question, yet evinced a great interest in it. H~e seemed to take the view that the Ti' brune took, that the place to figl t tbe evil was where it existed, anid the men to convert were :he ones who were guilty, and niot on siders. lie did n t quite understand :h:: obj iet ofC the reformers in c.,ming here, bav didt nt doubt their earn~estneus. The Columbia State says: "On Thursday Miss Mamie Ashford, who is a sister-in-law to a brother ot the State Treasurer, arrived in the city from Fairfield, stopping over to spend a day in the city with relativei. She left her trunk ii the baggage room at the union depot, vs the in tended to continue her journeV to St. Mattbvms veiterday. No sooner had her trank been placed in to aggage room thni the liquor c. ns!ab!cs poUn11e ed down upon it, seizod it, took it oul. broke it open and made a complete search among all her clothing and effects. Of course nothing was found in the shape of liquor among th! per sonal belongings of the young lady. When she went to the depot, in coi pany with a male relative, yesterday afternoon to take the train to St. Matthews, she wa- almost th.own into hysterics to find what had been done. Her male relative, who is a most con servative man, said, "Such thing as this are enough to make people go to war." Here is a copy of what thc liquor constable gave to the baggage agent, as obtained from the loung ladyzs relative: "CiOLwUlA, S. C., March 21, 95. "This is to certify that I seized trunk bearing Va. The recent breaking open of a ruink belonging to a young lady, %-ho was visiting in Columbia, is a mo.t out rage;ous proceeding. Section 22 of the constitution saN..: "All per-ons have a right to be se cure from unreasonable searches or seizures of their persons, h ouses, p rerd or possesion-. All warrants stiall be supported by oath or afflrma tion and the order of the warrant to a 'cil .fficer to make such seizure in su:i;ected places, or to arrest one or mo1re suspected person;, or to seize their property, shall b3 accompanied with a special designation of the per sons or objects of suet arrest or se'zure; and no warrant shall be issued but in the cases and with the formality pre vcribed by the laws." The Times is law-abiding and be lieves in supporting and upholding the laws, but it does not believe in tramp ling upon and over-riding the cons!i tution. The constitution is the bul wark of American liber;ieg and as such, must be kept invi late At all hazards. There is another clause in the Con stitultionl, tihe first part of See:ion 23, which says: "Private pr-operty shall not be taken or applied to putblc use." Does not that clau-e prohibit tha seiz ure of liquor for the purpose of re sale by the State? The liquor might be seized and destroyed, but cannot, we believe, be legally covered into the dispensary. The dispensar~y law goes so far as to say that no civil suit shalt be brought against anyv officer. acting under its provisions, but seome miethodl must be devised to protect itnocent people from sulc. outrage If the~c is no recourse then the governor m~ust be careful not to appoint fools antd jackasses to the positio:n of consta'aies.
