PENsIoN MATTERs.--The Clerk of Court has received the followving from tile Comnptroller General: SIn-On account of the large num ber of penision claims whichl have been passed by tile Pension Board and the failure of the General Assembly to provide the means of executing the pension law, I ask that yell do me the kindness to distribute the enolosed warrants to the pension applicants in your county, and on distdlbnting the warranlts that you hlave tile applicanits to sign tile enclosed power of attorney, in duplicate, authorizing you to collect and cisburse their claims. You will please send to this office tile duplicate power of attorney to be filed hlere. I am sorry to trouble you with this mat ter, but the "unlooked for" number of applicants for pensions makes it a ne cessity for me to call upon you for as sistance in paying of these claims. Thursday was a most unpropitioue day for the usual ceremonies incidenl to Memorial Day. The rain was con. stant all day, and at one time it wat thought that the exercises would hav to be postponed, but it takes more than rain to dampen the loving re. membrance of those noble men an women who hold as one of their dear est treasures the courage and devotior of those heroes who gave their lives t< the Southern cause. All day th< ladies were busy, notwithstanding th< unfavorable weather, in adorning ti< Court House with beautiful flowers. At the appointed hour the Cour House was fillied With people wh< came to commemorate the valor o: the Confederate dead. The result of the ladies' labor wa: quickly apparent to all. Who deski within the bar were completely coy, ocred with beautiful flowers. The ros trumis in the room were also tastefull) decorated with garlands and wreath' of fragrant flowers. ' Conspicuous or the walls and the rostrums were thesi sentiments:. "Our confidence in the purity ani courage of the past is eternal." "Our honored dead live In ouw 'hearts." "The love of our noble dead is frosi: again with the glory of flowers." The exercises were opened witi prayer by the Rev. J. G. Glass, aftei which a most beautiful song, touch angly rendered, was sung by a chort of voices under the leadership of Prof Witherow. Mr. II. N. The above is the merest synopsis of this eloquent address. We hope to give it in full to the people of the county later, that it may be filly ap preciated. Capt. Withers was frequently inter rupted by long and loud applause, and the universal sentiment is that it was one of the most eloquent and touch ing addresses ever delivered in Winns boro. At the conclusion of the oration, the chorus sang, "Treadl Lightly O'er ITheir Graves," with great effect, after which the closing prayer was offered by the Rev. D. E. Jordan. A box was placed at the door for subscriptions for the purpose of keep -ing the graves of soldiers buried ini Virginia in proper condition. The amount realized was 621.45, an amount that was most gratifying, being the largest sum that has yet-teen had in any such meeting. Strawberries and ice-em were served and the amount thus realized will go to the building of a Confed erate monument at this place. The chorus which furnished the music have the thanks of the entIre as semblage for their excellent rendition of the songs on the programme. It is generally remarked that it was as fine as has ever been listened to in Winns boro. Notwithstanding the inclemency of the weather, carriages were called for the committees on decoration. at the different church-yards and flowers were strewnt over the graves of the honored dead.
