T1 1' NEWS AND IIEBALI). WINNSBORO, S. C. 1'. Mr. InUI,1 l'IOr'iiIots. J. Q. DAVIS, P. M. BRICE, : t : Editor Saturday, May 12, 1888. . The County Convention. The County Convention which meets to-day will have several important matters to consider. The first busi ness will be the election of delegates to the State Convention on Thursday. These delegates will have a voice in the various matters now agitating the State, and It is of the greatest impor tance that a full and free expression of opiiions among the county delegates be had, in order that delegates to the .State Convention may fully represent the views of the.people. The first and most important ques tion will be that of having primary t)lectionls for State, Congressional and Judicial oflicers. This innovation has been considerably ag.itated in the State, more especially by those counties which have a large preponderance of white population. This matter Is of the greatest importance to Fairfield county. Wa have an overwhelming negro population. According to the present plan we represent 30,000 people in the councils of the party. If this pri mary schemo is adopted we would be a mere drop in the bucket. We would then represent only the whito voters in the county which, as compared with the whito vote of other counties, is a more bagatelle. This plan, if adopted, would practically turn the government over to the hands of those counties, like Greenville and Spartanburg, which have a large white majority, and practically blot out the influence of the intelligence and wealth of those counties which are so unfortunate as to have a negro majority. This is wrong and contrary to the spirit of our institutions. There is little doubt but w,hat this issue will be brought before the Convention. We trust that our delegates will well consider the injustice of the schemo and the disad vantage to which their county will be placed. Another matter to be considered is whether nominations for State officers shall be made in the Convention on Thursday. This is discussed in the Sttbi-wmnatter of great importance. It eamn in the and make little differened one way or the other, but as no oandi dates or their merits have yet beowi considered it is the opinion of some of I our' best citizens that it might be wveIl postponied unitil later in the year. And last but not least (lhe Conven tioni will elect delegates who shall have a voice in nationlal affauirsz. The action to be taken is a settled1 conclu sion. Fairfield i.s fhr Grover Cleve land and tariff reform, and will act accordingly. These matters are the most impor tant to be conisidered, and thoe peop)le1 of Fairfield are confident that its representatives Mill act ini harmony and for the greatest good to the county.1 A IIoi COMPLIMNT.-The lIon. C1 A. Douglass, who for four' years rep~ r-esenited Fairfield coun ty In the Legis' lature wvith distinguishodl ability, do~ cdines a re-electIon to thc House. This determination on Mr. D)ouglass' p)art to withdraw from legislative work is to be deeply regretted by the citizens t of the State generally, for this old comimonwvealth can ill afforn to lose such an efficiout and fithmful public - servant as Mr. Douglass proved him self to be during his term of office. iIe was always at his post, and took an active interest in all measures of pabice Import. It is too ofleen the l case that members of the Legislature treat with indifference all bills that do not bear the ear marks of local inter est. But such a charge could not be laid at Mr. Douglass' door. Hie wvor-k ed as zealously for the welfare of the State of South Carolina as he did for the county of Fairfild. It is earnestlya to be hoped that his withdrawval from public life wvill not be permanent. JLncastefr eview. .Syrup of Flga Is Nature's ownm ~'n laxative.
