CANCELLING POSTAGE STAMP's ON RAIRtOADS.-Mr. Waddell, of North Carolina, recently offered an amenid ment to the p6pgoffice law, which was adopted, directing the post-oflice em ployes on railroads who c,ancel stamps to keep) ani account of tihe stamps so cancelled, the same to be credited to the postmaster at the station where the mail was put on the cars, for the p)urpose of fixing tile basis for the salary of such postmaster.
