A soldier by education and by an exceptionally brilliant career in our late war, an excellent disciplinarian, and withal a model of the trre Carolina gentleman, General Cow ard will make an officer with no superior and few equals in our St ate. Governor Hampton could not have made a batter selection ; and the Eighth Brigade may con gratulate itself upon having such a commander, TinE BERGER FAMILY-On Satur day next the celebrated Boerger Family Concert Troupe are to re appear in Winnsboro and again favor our citizens with one of their entertainments. This company need no commendation at our bands, for they are well known and a favorite troupe with our citizens, as indeed they appear to be every'. where. This season the Bergers promise us an entertainment of rare merit, and the company em - braces several artists new to this section. Prominent among these latter are the great humorists and comic character artists, the Delanos, Jeppe and Fannie; the celebrated Coleman Sisters, said to be the most versatile musical artists in America ; Miss Etta Morgan, the ~only lady saxophone player in the world; Miss Kate Douglass, soprano vocalist; and Miss Alice Kellogg, trombone soloist. Miss Anna Teresa B3erger, the wonderful lady cornetist, is still the leading member of the troupe, and the de ightful music of the Swiss Bells forms a prominent feature of the entertainment. It is a matter of regret that there should be this conflict of interests. While the new law is a nocessity to almost tho entiro county, there is a portion of township number 8, bordering on Riehiand, whore the change is not desired. It has been tho endeavor of Messrs. Gaillard and Brico to secure tho fullest expresion of opinion On this matter, as they are unwilling to attempt "to force an unwelcome law on an unwillinl"g people." They announce that they desire to havo both sides fully heard before the Logislature decides. If we are correctly informed, the differenco in interosti; is geographi cal. All along the upper portion of Number 8, a large majority favor the change. In the lower ortioin an equally large majority oppose it. The best solution of tho diflicult is to divido Number 8, which is huge and unshapely, ito two town ships, and to run a lino fence b tween the two. Or let tLe counlty commissioners allow all perso1s in township 8 to come over into town,' ship 7, as long as the territory thius acquired is contiguous. This is a fair compromisu. If the intermsts of tho people in township 8 are so diverse, they should not be tied together. This is not a time to oppress anybody.
