As the secretary rea d the statement that the charge* were “false in every particular,” Senator Bailey laughed outright as he was passing along the rear of the chamber to his seat. Oth er senator* on both sides of the cham ber joined with Mm, and when the reader reached the statement that a statement in a newspaper which ho mentioned would not be believed, there was general merriment from both sides of the chamber. The message elicited the greatest inter eat in the house. The members gave close attention during the read ing of the document, and there was a ripple of laughter over the president’s Characterization of Joseph Pulitzer, publisher of The New York World. “These stories,” he said, “were first brought to my attention as published in a paper in Indianapolis, called ‘The News,’ edited by Mr. Delavan Smith. The stories were scurrilous and libel ous in character and false in every' es sential particular. Mr. Smith shelters himself behind the excuse that ha merely accepted the statements which had appeared in a paper in New York ‘The World,’ owned by Joseph Pulitzer. "It Is idle to say that the known character of Mr. Pulitzer and his news paper are such that the statements in that paper will be beWeved by nobody." N. Y. World Answers Roosevelt. Washington, Doc. 17.—The agree ment between President Roosevelt and the Smithsonian institution, as to the president’s hunting trip to Africa, wae made public yesterday by Charles D. Walcott, secretary' of the* institution, after he had-oonferred with the presi dent. At a meeting of the board of legemt* of the institution, held Tues day, t/he letter of the president was laid before the board, which, in turn, adopted the resolution given, thereby entering into a contract with the pres ident for certain work. Castro’s Rule Probably Ended. Caracas, Monday, Dec. 17.—The peo ple of Caracas arose yesterday against President Castro. An infuriated mob, unhindered by the police, swept through the city, wrecking the prop erty of hie henchmen and his closest friends. Tho people rounded up all the statues and pictures of President Cas tro from the clubs and other semi-pub lie buildings and burned them with re jot clog on the Plaza Bolivar. Irvine, Ky., Dec. 17.—Th* trial of Beach Hargis, charged with the mur der, last February, at Jackson, Ky., of tale father, Judge James Hargis, w oaHsd hers yesterday with both sides ready.
