paragraph of the president's message

particular,” Senator Bailey laughed
outright as he was passing along the

was general merriment from both
sides of the chamber.
The message elicited the greatest
inter eat in the house. The members
gave close attention during the read
ing of the document, and there was a
ripple of laughter over the president’s

in a paper in Indianapolis, called ‘The
News,’ edited by Mr. Delavan Smith.
The stories were scurrilous and libel

aM parts of the United States are as
sembled here today to attend the
twrenty-eigirih annual meeting of the
National Civil Service Reform league.
The sessions of the league will take
two days, during which time many
topics of importance to.those interest
ed in national, state and municipal
government will be discussed.
Among the addresses to be delivered
at the meetings of the league will be
the following:
“Civil Service Reform in the Nation
al Service,” Hon. Charles J. Bona
parte, attorney general of the United
States; “The Workings of the Civil
Service Law' In Pittsburg,” Hon. (ieo.
R. Wallace of the civil service com

Senate to Investigate Message.
'Wlaahington, Dec. 17.—The senate
yesterday definitely decided to enter
upon an investigation relative to the
portion of the president's annual mes
sage, which criticise® tbs action of

The resolution had been in contem
plation ever since ttie message was
seoeived on Tues’ay of lest week. It
was decided that Senator Aldrich
etoouht stand sponsor for the measure,
and today the Rhode Island senator
presented a rosolutisn authorising the
inquiry.
Senator Culberson, the caucus lead
er of the democrats, sent up a substi
tute, which was somewhat more spe-
siflo than Mr. Aldrich’s resolution.
Roosevelt’s Hunting Victims to Smith

Washington, Doc. 17.—The agree
ment between President Roosevelt and
the Smithsonian institution, as to the
president’s hunting trip to Africa, wae
made public yesterday by Charles D.
Walcott, secretary' of the* institution,
after he had-oonferred with the presi
dent. At a meeting of the board of
legemt* of the institution, held Tues
day, t/he letter of the president was
laid before the board, which, in turn,
adopted the resolution given, thereby
entering into a contract with the pres
ident for certain work.
Castro’s Rule Probably Ended.
Caracas, Monday, Dec. 17.—The peo
ple of Caracas arose yesterday against
President Castro. An infuriated mob,
unhindered by the police, swept
through the city, wrecking the prop
erty of hie henchmen and his closest
friends. Tho people rounded up all the
statues and pictures of President Cas
tro from the clubs and other semi-pub
lie buildings and burned them with re
