No reply from Japan has yet reached the Russian government. Russians’ Attitude Described. St. Petersburg. March 29.-2 p. m — Russia’s attitude was described to day by a prominent diplomat as fol lows: “The government is now for peace, but continues to prepare for war.” The whole situation with reference to the prosecution of the war is being carefully considered from every point by a committee sitting under the pres idency of Grand Duke Nicholas Nich- olavitch, Inspector general of cavalry and consisting of minister of war Sak haroff, Vice Admiral Avellan, head ol the Russian admiralty department. Minister of Finance Kokovsotf, Min ister of Railroad Hilkoff. Foreign Min ister Lambsdorff and several others. Every phase of the si!nation, mili tary, navai, financial, transportation, Siberian and diplomatic is being cov ered. The commission’s report was expect ed to be completed in ten days and will he prepared by Grand Duke Nich olas Nicholaievitch, and Generals Grod- okoff and Kamaroff for submission to the emperor.
