For two days there has been some skirmishing accompanied ny artillery exchanges between the Japanese on the Grand Trade route and the Rus sians screening the retreat, showing that; they are in constant, contact. Many military men here believe that General Linevitch while prepared to withdraw to Harbin, will attempt to hold the line from Kiuehantin to Kirin to control the rich Sungari val ley as a source of supply for the army. A Japanese advance to Kirin would ho equivalent to the isolation of Vladivostok. The wmr office points out the fact France Will Await Court’s Decision. The advocate of the continuance of the w'ar are encouraged by the some what better outlook in the Far East. Will Endeavor to Establish Friendly Relations with that Country. Paris, March 22.—-Bmperor William’s proposed visit to Morocco at the mo ment when France is establishing her permanent influence there, attracts marked attention and comment. Concerning the visit itself, reports to the effect that France had taken umbrage are distinctly denied, as it is pointed out that there is nothing in correct in such a visit, which is alto gethor natural during a cruise in the Mediterranean. However, the author ities recognize that the visit is being used in unfriendly quarters as a pre text to stir up animosity and excite the Moors to believe that they should resist the acceptance of the French plan for administering the country. The officials here say that they do not regard the Germans as being party to this maneuver, which is at tributed mainly to the Morocco corre spondent of a leading London news paper. The Editor. (Yellow Jacket.) A great many people no doubt have gotten the idea into their heads that an editor Is usually a fellow who never did any real work and doesn’t know how to do anything unless it be to and some undersorving scamp to the skies, write an occasional dun, or pull the throttle lever of a G. Washington hand press. They don’t seem to un derstand that an editor is just like any other man, that he chews long green, walks on the forked end, wears patched clothes, and has to hustle like blazes to make a living for his wife and babies. The Yellow Jacket man has on several occasions, refei- red to how he has had to scratch for a living, and perhaps the story has be come stale with many of its readers, but this morning we ran a'cross a story of how a brother editor had been brought up which interested us so much that we append it to these remarks. Some of our exchanges speak of this paper as a farmer’s paper. Well, we must acknowledge we have a leaning towards the farmer, in fact the editor is a farmer. We have followed the plow and a pair of brindle mules to turn over many acres of black alluvial soil and bumble bees’ nests. We have chopped off and set up hundreds of shocks of corn when the frost was on the pumpkin. We have waltzed after the scythe and cradle to tie up acres and acres of golden grain in days gone by. We have tunnelled into the potato hill and brought out bushels and bushels of the rich luscious fruit with the hoe and the plow handle. We have turned the grindstone for hours and hours, in the bright sum mer’s sun, until the world seemed all a hollow mockery. We have chopped down the James town weed in all its glory, and saw It fall a withered mass of ruins to the earth. We have cut stove wood with a dull axe in the bright July sun until we fejt like running away from home and becoming a train robber. We have played hide and seek with the razor back sow in the corn field for hours and hours, when the mud was on our breeches and the water in our socks. We have chased the cow with the crumpled horn out of the wheat field, and watched the wobbled legged calf hang on to the teat like a politician to a fat office. In fact we have done everything that is done on a farm, from engineer ing a hay rake to fighting over a line fence, and have raised everything that can be raised on a farm from an um brella to a deed of trust, and why shouldn’t we have a fellow feeling for the farmer? The Japanese are slowly pursuing, but are not energetically pressing flu rear. Apparently Field Marshal Oy ama is holding his main army at Tie Pass. The correspondent of the Associated Press after the renewal of the Russian Jieadq'uarters from Tie Pass remained with the rear guard some days with out telegraphic facilities. Extensive preparations to carry out the plan of retreat were made by Generals Kuro patkin. Linevitch, Bilderling and Haul bars, and were successfully carried out. On March 19 Kuropatkin, con sidering that the army was safe, de parted' for Harbin, but having sub sequently decided to remain as com- 1 mander of the first army, reached here today, receiving a great ovation at the railroad station and acknowledging the cheering by a short speech in which he expressed the hope that the army would soon be able to relieve its reverses. March 22.—August Bel mont, on behalf of the Interborough Rapid Transit company, will notify the members of the committee on routes and plans of the Rapid transit com mittee today says the Herald that his company is willing to bid lor all ot the more imjjortant of the new routes agreed to by the commission and stands ready to build them with pri vate capital, provided the new lines be exempt from taxation during the life of his contract to operate them The proposed ney lines, touching many sections of the city not reached by the subway now in operation, will involve an expenditure of at least $100,000,*(>0. A report prepared b\ the committee on routes will be sub mitted to the Rapid Transit oommis- sion at its session tomorrow. The authorities expect to have four and perhaps five bidders for the work of construction. Vote Them Out. (Newberry Herald and News.) It is stated that several counties will vote very soon on the question of removing the dispensary from the counties, under the bill passed by the legislature in 1904. The only object ion to this measure which has been urged by those opposed to the dis pensary is that to vote out the dis pensary carries with it a half mill tax to be used by the governor only when necessary to enforce the law in the county voting out the dispensary. This money will not be used if the county enforces tho law and can only be used in the county voting out the dispensary. The law is alll right and if any county really wants to be rid of the dispensary and is in earnest about prohibition this tax will not prevent it having a vote on the ques tion. Cherokee voted the dispensary out under this aM last year and at the same time voted the half mill tax. This fund has not yet been drawn on by the governor and will not be so long as the authorities in Cherokee enforce the law. . In fact it would be a good idea to abolish the constabu lary entirely and put tho enforcement of this law on the local authorities as it is with other laws and it would be enforced just about as well.
