Washington, March 2.—The full text of President Roosevelt’s leter to Clark Howell, editor of the Atlanta Constitution, regarding southern ap pointments, an abstract of which was published this morning, was made pub lie yesterday. In beginning his let ter, which is dated Feb. 24, President Roosevelt says: “My Dear M«r. Howell: In view ol the high opinion of the gentlemen you mention and if the opportunity occurs I shall be glad to do anything I can for him. “Now, as to what you cay concern ing federal appointments ir. the south. Frankly, it seems to me that my ap pointments speak for themselves, and that my policy is self-explanatory. Sc far from feeling that they need the slightest apology or justification, my position is that on the strength ol what I have done I have the right tc claim the support of all good citizens who wish not only a high standard of federal service, hut fair and equitable dealing to tfc# south as well as to the north, and a policy of consistent jus tice and good will toward all men.” Further along, the president says: ‘‘I have scant sympathy with the mere doctrinaire, with the man of mere theory who refuses to face facts; but do you think that in the long run it is safe for everybody, if we act on the motto ‘All men up’ rather than that of ’Some men down?’ “In your own state of Georgia you are competent to judge from your own expedience. In the great bulk of the cases I have reappointed President McKinley's appointees. The change? I have made, such as that in the post mastership at Athens and in the stir veyorship a«t Atlanta, were, as 1 think you will agree, changes for the bet ter and not for the worse. It hap pens that in one of these offices I have appointed a white man to succeed a colored man. In South Caiolina J have similarly appointed a white post master to succeed a eoloredi postmas ter. I have nominated a colored man to fill a va who is now serving as collector of the port of Charleston, just as in Georgia I have reappointed the colored man who is noV serviing as collector of the port of Savannah. March 2.—A Missouri Pacific passenger train which left Wichita yesterday afternoon tor St Louis via Fort Scott, Rich Hill uuu Pleasant Hill, collided head-on with a freight train on a trestle 4 miles west of Fort Scott, during tne night. The engines were completely teleccopc 1 but none of the passenger coaches were turned over. Twenty or more passengers sustained cuts and biuises hut none was dangeously hurt. Thom as Garrett, of Eldorado, Kan., the pas senger train engineer, jumped and was seriously hurt. Walter Smith, a fire- men had several ribs broken. The Injured were brought to Mercy hospit al in this city. The freight crew were unable to run their train on a siding In time to give the passenger a clear ance and failed to send out a flag. Doings In Senate Today. Washington, March 2.—Immediately upon convening today the senate on motion of Mr. Hale took up the gener al deficiency bill. In the course of the reading of the bill the house amendments to the omnibus public building bill were sent to conference and Messrs. Fairbanks, Warren and Turner were appointed conferees. The conference report on the fortification!- appropriation bill was agreed to. Con. trideration of a general deficiency todiy wa* resumed. Th< movement for tbc building of a macadamized highway from New York to Chicago is certainly deserving of success, says the Cleveland Lender. Anything that is designed to improve tl “ country mails of tiny part of the United States ought to be encouraged, for tlu* greatest obstacle in the way of the successful development of the ag ricultural regions of the country today is the difficulty experienced in travel ing over the highways in certain sea sons of the year. The movement for good roads was given considerable Impetus several years ago. when a great army of wheel riders began to clamor for improve ments in the highways, and much was accomplished in various sections of the country .through the efforts of the wheelmen’s organization. The craze for bicycle riding 1ms abated, however, * and one force in the good roads move ment has been lost. The men back of the New York-Chi- eago highway project are, of course Interested in automobiles, either as manufacturers or users of horseless vehicles, and they cannot be said to be free from an interested motive. That should make no difference, however. The contemplated improvement would be of great benefit to the country, and if ways and means can be provided the project should be carried through. This country ought some day t» have as good country roads as arc to be found in France. Germany and other European countries in which the build ing of highways has been carried on scientifically for many years. A sam ple street or two is to be covered with pine which has been treated with creo sote oil and rosin, the process giving hardness and endurance. The blocks are set up edgewise—that is. the grain of the wood runs in the same direction as in the growing tree—and they are laid on concrete in the same manner as asphalt. The advantages claimed over asphalt tire silence, elasticity, endur ance. facility of repair and a trifling gain in cheapness. Morgan Participates in Festivities.
