C. Taylor, chief of the bureau of navigation, is more officers to man our warships. He declares that the preparations now going on lor the mobilization of the fleet for the winter maneuvers In the West Indies has brought the department face to face with the critical condi tion due to lack of officers, which, he says, his reached such a point as to be dangerous to the efficiency of the fleet. He says that the number of off- cers on our ships is less than the number on board the shipe of other navies, although, as a matter of fact, our ships require more officers than ether navies, because we are compell ed to man our vessels with green crews, having little or no knowledge of sea life. Present Needs of Naval Service. He submits a table showing that the present needs of the naval service require 1,600 officers, while the num ber on the navy list, including mid shipmen after graduation, is only 1,023, or 577 short. This table is based on the lowest possible number of of ficers needed on our battleships. He figures that th^ vessels now author ized by congress, but not completed, First Goes to New York to Participate In Dedication of New Chamber of Commercce, After Which Special Train Will Take Him to Memphis. Washington, Nov. 10.—President Roosevelt will leave Washington to day to be absent nearly two weeks. He will be accompanied by Secretary George 3. Cortelyou and his physician. Dr. Geoige A. Lung, of the navy. In addition, a corps of servants and se cret service officials will be in the party. President Roosevelt will leave pt 10 o’clock tonight over the Pennsyl vania realroad for New York, where at noon tomorrow he will attend the dedication of the new chamber of commerce building. In the evening the party will be the guests at the banquet given by the New York cham ber of commerce. The president will deliver a speech at the banquet. At midnight tomorrow the president and his party will leave New York on a special train over the Pennsylvania for Memphis, going by way of Pitts burg, Cincinnati and Louisville, and arriving at Memphis Thursday morn ing. From Memphis the president will go to Mississippi on a bear hunt as the guest of President Fish, of the Illi nois Central railroad. He will be ab sent on the hunt five day*. No Itin erary of that part of the trip is made public. This number added to the present shortage, 577, will give 1,360. The graduates from the naval academy during the next four years will be 356, leaving a to tal deficit July 1, 1906, of 1,005, not counting officers for auxiliaries who would be required in the event of hos tilities, in addition to the increase of midshipmen provided for by the last congress. Admiral Taylor therefore recom. mends a further increase of midship men, one for each congressman and each senator; one from the District, and ten annually at large. He also rec ommends that the number of lieuten ant commanders be increased to 30 lieutenant commanders (senior), anl lieutenants (Junior) and ensigns, 350. Concentration of Force. A concentration of the naval force In two big fighting oquadrons in the North Atlantic and Asiatic waters is recommended. For the present, two squadrons are all that the present number of our battleships wijjj permit. To carry out this Admiral Taylor pro poses to transfej* the battleships in the remaining squadrons to one or the other of these heavy squadrons and compose the Pacific, European anJ South Atlantic squadrons entirely of cruisers. Additional Torpedo Boat Flotillas. New York, Nov. 10.—After serving over a quarter of a century on the police force, ex-captain D. C. Moyolhan has been taken to police headquarters and placed in a cell there a prisoner. He was arrested at his home on a warrant Issued by Justice Holbrook of the court of special sessions on af fidavits sworn to by a w&rdman for merly connected with the station of which Moynihan was In command pri or to his retirement, and by two Ital ians. The specific charge against the for mer captain is alleged failure to en force the law against a resort conduct ed by Italians, and for which it is asserted he was paid the sum of $40. Vengeance Visited Upon Lawless Ne groes in Mississippi. Jackson, Miss., Nov. 10.—Report reaches here from the western part of Neoshoba county that the Ku Klux Klan has been revived in that neigh borhood and vengeance visited on several negroes who have been giving trouble of late. Two negroes were taken out by par ties of masked men and eeveraly whipped, and the cabin of an old ne gro was riddled with buckffhot. Thus far thers have been no fatali ties, and the lawlessness Is not en dorsed by the best people of the coun ty. The authorities are endeavoring to locate and punish the perpetrators of the outrages and an attempt will be made to break up the band. After Invitations Are Issued Virginia Girl Changes Mind. Richmond, Va., November 10.—The elopement to Roxboro, N. C., and marriage there today of Mr. James A. Glenn and Miss Pearl Price, of Houston, who was to mave been mar ried on Tuesday next to Dr. Kerns, of this city, has created a profound sen sation. The bride is one of the most at tractive young ladies of Houston, while the groom, now a successful tobacconist of Durham, formerly lived In Halifax.
