NOTICE of all owners of dogs ■s hereby called to an ■ A c t paaacc! at the la^t session of the Gen- «craJ Assembly “to Reduce the Pre valence of Rabies by Requiring the Vaccination of all Dogs, Providing for the En/or^ment Thereof and Penal ties for its Violation." All owners are waraed of the necessity of having ibtir dogs inoculated at once or suf fer the penalty provided by law. The Act is as follows: ^ “Section 1. Inoculate Dogs Against Rabies Annually.—Be it enacted by the General Assembly of the State of South Carolina: The owner, or the person having possession of any dog four (4) months or more of age shall annually on or before the first day of July have the same vaccinated or in oculated against rabies by a licensed veterinarian, physician, druggist, or ■other person designated by a govern ing Board of any municipality or of any county. The person administering the vaccine or serum shall issue his certificate in triplicate, one for him self, one for the owner, and one for the County Treasurer or tax collector, gyving the name, age, breed, sex, and identifying marks of the dog and the date of treatment. The certificate shall have written in ink or printed across its face the following inscrip tion: ‘Warning! Inoculation i s not a sure prevention against rabies. Take *JJ precautions to protect your dbg.’ “Section 2. Charge.—The charge for imoculation or vaccination of a dog •shall not exceed One ($1.00) Dollar, including cost of the serum and such charge shall be paid by the owner or person in possession of the dog and shall be in lieu of any tax now im posed by law on dogs. . . . “Section 3. To Allow Dogs Not In undated Run at Large Unlawful.—On and after the first day of July, 1935, it shall be unlawful for any person, basing the possession and control of any dog which has not been inoculated, to allow it to run at large. “Section 4. Vaccine.—The vaccine used in the inoculation of dogs against ,rabies shall meet the standard fixed by the United States Department of Agriculture of Animal Industry. “Section 5. Enforcement—All law enforcement officers, State, County and municipal, and all school trustees with in their respective districts are here by specifically charged with the on- foreeznent of this Act and are hereby invested with all necessary police powers to effectuate that purpose. “Section 6. Penalty.—Any person refusing to comply with the provisions of this Act, or intentionally violating any of the provisions thereof, shall be deemed and held guilty of a misde- raeanor and on conviction shall be fined not more than Ten ($10.00) Dol lars or imprisoned not more than ten flfl) days." To mention only a few of these groups one must include them alpha betically beginning with the eight ad mirals from South Carolina now in the navy. . There were nine until the re cent death of Admiral Samuel Me- Gowan, who is remembered in a fine biographical sketch. Sixty-four ex pert agriculturalists come next, with men like the Cokers, Faireys, Wanna- makerg and! Wyndham Manning, be sides professional economists and edu cators, editors and publishers, and at least 20 artists, many of them women who are known all over the United States, like Elizabeth O’Neill Verner Meyers, Anna Heyward Taylor, Alice R. Huger Smith affd Leila Waring. And then there are the authors and writers by the page, all of them must have been included there are so many indexed 1 . Too many to mention here, they must be seen in the end of “Who’s W’ho for 1934-1935” to be believed and honored. So also with' the South Carolina' Generals new in the army, for there are 11 which, of course, does not includejmere colonels and majors, but they are listed as naval captains and commanders and all are given sketches in the book itself. The law T - yers are also not in the list with the judges, nor the mere doctors with the surgeons, nor the bishops with the ministers, but they are all there in such numbers andl so well written up that we fcel that this year’s “Who’s Who in South Carolina" should be dis tributed to all the libraries in the United States and abroad. The publishers, Current Historical Association, and Walker Scott Utsey who hap so thoroughly edited it, de serves credit for getting up such a beautiful book to look at inside and outside.- Mr. Utsey in his foreword also gives thanks to the splendid and willing aid and information given by Alexander A. Salley, John Bennett and James Henry Rice, Jr., (who died in the printing of it) all of this State, and Leroy Campbell, of New York City. Breeland, Mrs. Breeland and! their daughter, Miss Laura Breeland, -were irijiired in an automobile accident on Wednesday night while returning to their home from Augusta. The Breelands were conveyed to the University hospital in Augusta. Dr. Breeland was given emergency treatment and returned heme, but Mrs. Breeland and her daughter were admitted to the hospital, where it was reported today that they were doing splendidly. They had been called to Augusta to attend the funeral of Mrs. Breland’s aunt, Atrs. Ida Hankinson Calhoun. No‘Definite Acticn on Hospital. The County Board of Directors and other interested parties, including the- members of the legislative delegation, held a meeting here Monday to con sider plans for the building of a county hospital, but no definite action was taken on the proposed project.
