TT I THI APPORTIONMIFNT BIL., Soutli Carolina's Delegation Wil1 Not be Reduced. The House of Representatives, by i vote of 165 to 102, accepted the reap rortionment plan proposed by the Bur. Icigh bill which increases the member ship ol' the hlouse during the next decidt from 357, the present membership aln( the membership proposed by the com, mittee or 1lopkinis bill, to :86. The result was largely brought about by th influence of certain Senators fron several of the larger Northern State: who threw the weight of their intluenci in the scale in favor of the lirger meim bership. When it became apparent that these factors were at work against id bill, Mr. Hopkins attempted to com -promise by giving an additional repre sentativo each to North Dakota, Colo rado and Florida, but his adversaries re fused to compromise after complet, victory was assured. The Crumpacl'e proposition to recommit the bill for th purpose of ascertaining what S ate abridged the right to vote to an exten which would entail reduced representu tiun was defeated 130 to 1110. Ther was no roll call on the vote but a num ber of l(upublicanis voted with the Deme crats. Under the bill as passed1 no State lose arepresemtative and the following mak gains: Illinois, New York and Texa three each: Minnesota, New Jersey an Pennsylvania t wo each; A rkansas, Cal fornia. Colorado, Connecticut. Florid: Louisiana, Massachusetts, M ississipp Mis ouri, North Carolina, North D~akotu Wrt.shington, West Virginia and Wi: conin one each. The bill provides that whenever a nie' State is admittedl the representatives a: sighedi to it shall be in addition to Lh number provided in the lill. It als adds a provision, never hitherto incor porated in a reap~portionment bill. ti the eliect that Congressional districts 1I ad dition to being "contiguous"' shall als be "comp lact " States which are allowel additional representatives by the bil shall, by its terms, elect them at larg until the Legislature shall redistrict th Representative 8tanyarne Wilson, wh, is a niember of the House census con mittee, delivered a strong speech In or p)osition to the passage of the Hiopkin apportionment bill, and adlvocating th passage of the minority bill, which pro vided for a house of 386 members in: steadl of 357. Mr. Wilson in his addres poinited out the fact that the Hlopkin bill is a violation of all precedenlts in th frainn of an apportionment law, botl under the old dispensation, which pre v'ailed prior to 1840, and the new, whici method has prevailed sInce 1840, an< which has been advocated by Webste: He arguedl that the minority measur< is the fairest of all the apportionmen measures whIch have been presented ti the H ouse for considleration, and pointe< out that it was non-partisan in it character, inasmuch as provided thi measure becomes a law the Republican will gain apparently ten members, dia tributed among the States of New York: Connecticut, Indliana and Illinois, whili the D~emocrats, if they carry those States could secure a majority in the H~ouse lie stated that the only salvation of th< D~omocratic party in the future, if Demnocratic president is again to be in augurated' in Washington, is through carrying the States referred to. Mr. Wilson spent some little time ii referring to the State election laws o South Carolina, defending the Statt from attacks which have been made up)on it by Representatives Olmstoai and1 (rumpacker and others who wouk reduce her representation in Congress owing to the dlisfranchisement of thu negro voters, and lhe argued that thu Bouth was working for the best interest of both the colored and white races. Hi spoke for one hour, receiving close at tontion from both s1(108 of the House and at the conclusion of his remarks ht was liberally applauded by the advocatei of the minority bill. -Ovez six hundred consumers of nat ural gas were left without fuel in Tole do, 0., JTan. 2, with the thermometer at zero.
