result was largely brought about by th
influence of certain Senators fron
several of the larger Northern State:
who threw the weight of their intluenci
in the scale in favor of the lirger meim
bership. When it became apparent that
these factors were at work against id
bill, Mr. Hopkins attempted to com
-promise by giving an additional repre
sentativo each to North Dakota, Colo

fused to compromise after complet,
victory was assured. The Crumpacl'e
proposition to recommit the bill for th
purpose of ascertaining what S ate

was no roll call on the vote but a num

Under the bill as passed1 no State lose

p)osition to the passage of the Hiopkin
apportionment bill, and adlvocating th
passage of the minority bill, which pro

steadl of 357. Mr. Wilson in his addres
poinited out the fact that the Hlopkin
bill is a violation of all precedenlts in th
frainn of an apportionment law, botl
under the old dispensation, which pre
v'ailed prior to 1840, and the new, whici
method has prevailed sInce 1840, an<
which has been advocated by Webste:
He arguedl that the minority measur<
is the fairest of all the apportionmen
measures whIch have been presented ti
the H ouse for considleration, and pointe<
out that it was non-partisan in it
character, inasmuch as provided thi
measure becomes a law the Republican
will gain apparently ten members, dia

Connecticut, Indliana and Illinois, whili
the D~emocrats, if they carry those States
could secure a majority in the H~ouse

D~omocratic party in the future, if

carrying the States referred to.
Mr. Wilson spent some little time ii
referring to the State election laws o
South Carolina, defending the Statt

up)on it by Representatives Olmstoai

was liberally applauded by the advocatei

-The modern Sunday school dates
from 1780, when the first school of the

are 110,00 Sunday schools in the United

paid teachers for Bunday schools is
simply a revival of what Italkes did in
his first school.
