In the first place, he says the )ension and tax departments should b. entirely divorced. The one depart nent should have absolutely nothing to do with the other, and with this ew he will recommend that the coun ty treasureri and county auditors be tiken c' the pension boarda, as the prvezent plan, in ni* op.nion, will in ijuAre ei: her the pension or the tax de partwent. He thinks that the matter of penxions should he first referred to the township board of assessors, and that the townlhip assessors should in turn report to a central board at the county seat, and that this board should report to theState board. He thinks that such a plan would work more satisfac torily than at present. He also wants to see pension work turned over to the ollice of the Adjutant and luspector General, and have all the papers ex amined and made up-there, while the warrnts can continue to come through the Comptroller General's ollice.
