good Iany caie with radical omissions. l3
WVhenever it was possibio those errors re-4
w0re corrected by returning thU pa- St
pers, but a great iiaiy of the county I
boards delayed sending in their reports w
until the eleventh hour and there was u
no timo for further delays, especially an
as the law ilxedi a time for the paying an
out of the money, and there was im- sti
)ati lice among those entitled to the 0l
1110ny. do
1'Tneso irregula-itICs Will, in time, fa
adjaut then elves, and the local boards to
may be' ex pected to be mor prompt, fr
but it shouild he remembered when St
there Is any compliint that the fault po
was not at. this end of the line. With s5t
the pension applieations that were Ip- Wi
proved, in what is known as class C., ca
caeh of the pensioners received $19 10
This is little enough, but Mr. Norton
in sneaking about, the mattori to-day th
said that next year-, with the applica- wi
tions that were not properly prepared mn
and the Iew ones that would come in, laI
he would nlot I' surpiised to see the ab
amount of each soldier's pension in th
tbhis class reduced to $10. Now the ro
qtestion the General Asseibly will lo
,ave to Jecide is whether It wants to pa
zive $10 to the many Or more to those St
V ho are moe in need.
Mr. Norton, who lias had consider- e
Ible experience in the matter of pen
-ions. an oid who is himself an old sold ier,
tys thlat he will make two, or three
-ecoimmendations to the General As
mbly that lie hopes ivill be carried
otut. In the first place, he says the
)ension and tax departments should
b. entirely divorced. The one depart
nent should have absolutely nothing
to do with the other, and with this
ew he will recommend that the coun
ty treasureri and county auditors be
tiken c' the pension boarda, as the
prvezent plan, in ni* op.nion, will in
ijuAre ei: her the pension or the tax de
partwent. He thinks that the matter
of penxions should he first referred to
the township board of assessors, and
that the townlhip assessors should in
turn report to a central board at the
county seat, and that this board should
report to theState board. He thinks that
such a plan would work more satisfac
torily than at present. He also wants
to see pension work turned over to the
ollice of the Adjutant and luspector
General, and have all the papers ex
amined and made up-there, while the
warrnts can continue to come through
the Comptroller General's ollice.
Mr. Norton also thinks that it is very
nlecessarry-~ that there should be some
cepet accountant acid tax man eon
nected with this oiice. Such a mani,
lie thinks, has been needed for soune
time. ie cited an instance in Edg~e
hield whetre one grand jur-y wanted the
hooks examined, and a subs.q(uent
gr-andi jiury (lid not care to employ an
ex pert accountant to d o the wvork. A
good deal of tr-oie with the tax de
pmartment in the various counties is on
account, of the infamiliatrity of the
oflicers withb the books andl methcods,
and a good mani could easily str-aigh ten
out things andl get the tax mnachiner-y
hack in the r'ighat gi-oove. HeI says
therec is nothing wi-ong with the tiax
maclhiinery3, but that somletimes it is
niot pi-oper-ly cat-iied 0ut, andl then the
trouLtble arises. WVith such an exper-tf
as he would like to have attached-c to L
the Comptiroller's (flico he thinks ai
:rueat deal of good can be done. and
ther-e wouldl he geineral satisfaction
with the innovation as soon as it was
tidci. Now, whenever- any such work _
has to be~ done, e'xper-ts have to be emi
ployed at lat-ge sal5aies, and often the
coiunmties dcliine to met-' the expense
and ne'ces-ar-y wor-k is notd(One, wvhere
as if t h State had such a man regu lar
1ly connected with the tax depairtment
it would be his duty to correct all the

the tax deparm-ment in any part of the
State.
