He is now serving out a sentence on the, rock-pile at Panville.; The capture brings to light a new phase in the very extraordinary * career of Marcus Garvey, self'styled His Excellency, the first provisional president of Africa. government here, is busy with plans to assemble the negroes of the world in a new negro nation in Africa. Enterprises he is establishing to facili tate the work call for more than $75,000,000 capital. Some of this has already been raised. The gigantic undertaking of "His Excellency" provides, among other things for: One?The information of a world wide organization of negroes, known as the Universal Negro Improvement Association. Two?Total emancipation of the 400,000,000 negroes of the world. Three?Tho taking over of Africa and the creation there of a negro super-governmcn t. Shortly after this, John Arthur | George, a New York negro, went to | Danville, selling Black Star Steamship stock. Several negro preachers opened their pulpits for him to explain his plan. Then the state stepped in and George went to jail, on r charge that was prohibited. Should it fail as many of the, negro leaders of America predict, and should Garvey and his African government be forced to the wall, it may mean the loss of hundreds of thousands of dollars that negroes in every I part of country have invested in the various phases of his enterprise.
