The matter of confining all kinds of live stock and the free range subject j came up for consideration in other j states of the south as one will see by j reading the newspapers published in. County Seats in Southern States. At the 1920 seesion of the Legisla-' ture of South Carolina an attempt! was made to provide for an election on the subjcct in Horry County but was not carried out And the general ..i 1_ 1 i - i n i mock iaw passed ai mat session was' general all over the state inruUlinprj Horry County, except in two or three of the counties where ;in election was actually provided for before the law could go into effect. Numbers of Horry County farmers were opposed to the stock law. They'* have always believed in the free range idea as being the cheapest and more convenient way of raising hogs and cattle, sheep and goats. These got together in the early summer of 1920 and begin to make arrangements t to make this an issue in the 1920 elections. They did. They held conventions in Conwav and put out their candidates for the Legislature. The free range arrangement affected the vote for other officials. Whether or not they had been able to obtain and election provided for by law they held an election in the De^oerate Primary and they outvoted the stock law men two to one. Recently the state senator made a '" ent fi^ht to oass an Act to exempt Horry County from the general stock law and give the County the froej range as it had been before, but lie; failed. The following article, which we clipped from the Weekly Texarknnian, published in Arkansas, quotes the provisions of a peculiar but very interesting option which is being pushed in that section of the county., The entire article from the other paper here follows: Because of the great degree of local interest shown in Representee Arnold's Millor county local option stock law, which passed both houses of the Arkansas state legislature and wherefore has. become a law, The Tcxr.rkanian publishes the text of the bill in full, as follows: Be it enacted by the people of the State of Arkansas. Be it enacted by the General Assembly of the State of Arkansas: Section 1. Whenever twenty five per cent of the qualified electors of Arkansas, outside of the corporate limits of the city of Texarkana, Arkansas, or whenever twenty five per cent of the qualified electors of any other political township in Miller , county, Arkansas, as shown by the election returns for governor at the last election preceding t;ho date of the petition, shall petition in writing the county court for the privilege to vote on the qpestion of restraining horses, mules, asses, cattle, swine, sheep, goats, and geese, or any or more of said animals from running at large, the county court or judge there , of shall make an order for an election ' in such township or such portion of Garland township so petitioning at a general election if there be one within six months from the date of filing of said petition, and if not, at a special election to be held within ninety ; days after the filing of said petition. And for this purpose 1 >hall be published in four successive weekly edition of a newspaper having a buna Tide circulation in said township, the first publication to be at least thirty days prior to the election, and not less than twenty printed or written notices of such election shall be posted in as many public places in such township at least twenty days prior to the date of said election. Said election shall be held under the general election laws of the state so far as they are applicable. Section 3. Election commissioners of said county shall cause to be printed upon the ballots to be used in said election the following: "For restraining (here election commissioners will have printed the H*>ss or classes of animals named in tlY petition) from running at large." "Against restraining (here election commissioners will have printed the class or clesses of animals named in the petition) from running at lar?:e." The iudge of said election shall make official returns of said election to the countv election commissioners within five davs from the date of so id e'ection and the said county election commissioners shall canvass said returns within one week after the date of said election and file with the county clerk the official returns aftor canvassing the same where they slvM be kept and preserved; and immediately upon the completion of the canvass of said returns said e'ection commissioners shall file a certificate of the result of said election with the county clerk and publish for one insertion in a newspaper having a bona fide circulation in said township a copy of said certificate. Section 4.?If a majority of the votes in said election shall have been cast in favor of restraining any stock or animals, specified in the petition from running at large, the county clerk or the iudire thereof shall im modiatelv after the f*i1 inpr of said cor-1 tificate by the county election commissioners make an order resrtainincr' such animals specified in the petition from running at large in such township or said portion of Garland township so .voting therefor and it shaM thenceforth he unlawful for such animals specified in the petition and order to run at large in such township or said portion of Garland township. Section 5. If the owner or keeper of any stock mentioned in such petition and order shall knowingly permit any such stock or animals to run at larcre within t.ho boundaries of any township or said portion of Garland township where the provisions of thjs law have become operative, he or she shall be deemed guilty of a misdemeanor and on conviction thereof shall be fined in any sum not less than $1.00 nor more than $5.00; and each day shall constitute a separate offense. Section 0. The countv court or judore thereof after the filintr of such petiton shall proceed no further until petitioner or some of them shall de posit with the clerk of the county court a sufficient amount of money to pay all costs, fee<?, nnd expenses of the election and incident thereto, ami the clerk's receint therefor shall he filed with the petition. Section 7. If any animals or live stock forbidden to run at large shall he found running at large in any township or said portion of Garland township where the provisions of this law have become operative in the manner provided in the preceding sec tions, any person over the age of twnty-one years may impound such stock or animals until his fees and damages caused by such animals are 1 paiu. Section 8. Whenever any stock is impounded under the provisions of this Act, notice in writing shall be given to the owner thereof, if known, and such owner shall he entitled to possession thereof upon payment or tender of fees, costs and damages. Section 9. Any person impounding stock under the provisions of this Act shall be entitled to twenty-five cents per day for each hog, sheep, goose or goat, and one dollar per day for each head of horses, mules, cattle and other animals; and the damages done by such stock or animals may be ascertained by any three disinterested householders of such territory, chosen by the parties interested or by some justice of the peace therein, who shall take the oath to assess such damages fairly and honestly, and their assessment shall be final. OOMW a^ter having received notice, shall neglect to pay the fees and damages, the person impounding the said stock or animals may sell the same at public auction to the highest bidder for cash after having first given five days notice of the tinve, place, terms of sale and description of the property to be sold by notices posted in three public places in the? said township where such stock or animals are taken up, and by delivering a copy of such notice to the owner if known, and apply the proceeds of sale after deducting the costs of sale to the satisfaction of his fees and damages, and pay the remainder to tlio owner o^" such stock or animals if known. If the owner cannot be found within ten days, the overplus will bo paid into the county treasury and be disbursed as in cases of estrayed, but the county court may make an order directing the same to be returned to the owner of such stock or animals within twelve months on satisfactory proof. Section 11. Nothing in this Act shall be construed to deprive the taker up or imponder of any stock or animals to enforce in a court of competent jurisdiction any claim he may have for such fees and damages ar.d to subject the stock or animals so impounded for the payment of said claim, and any person having su^h claim for fees and damages shall have a lien on such stock or animals so impounded. On Jnnuary 31, 7021, the death angel visited the home of Mr. William Graham and took from him his loving wife, Luala Graham. She was stricken very ill Friday, January 28, and all that doctor, relatives and friends could do for her was done. On the following day her body was laid to rest in the Graham cemetery. The funeral service was conducted by Rev. Wiley M. Ingram. In early life she joined the Baptist church and remained a faithful mem1 _ i i i i * i nor until ner (loam. She leaves a husband and nine children?five boys and four girls?three brothers, one sister and a host of relatives and friends to mourn the loss. She was fifty-two years and three months old. During her illness our many friends were very kind to us, and to them we wish to extend our sincere thanks. She is sleeping, only sleeping, In her new-made grave today; We are weeping, sadly weeping, For dear mother, gone away. Elliott, was born near Zion church in South Carolina, April 23rd, 190G, and died near Tabor, N. C., January 23rd, 1921. She was therefore 15 years, 9 months and 1 day old at the time of her death. Sister Elliott joined Zion M. E. church, South, when she was only a child, and lived a consistent member of the church. She was a devoted daughter, a kind and loving sister. She was just blooming- into womanhood when the summons came, J>ut we have every reason to believe she was prepared for that home where sorrows never come and where we wifl never say good bye. Her remains were laid away by kind and loving friends in Zion cemetery, there to await the trumpet sound when the dead in Christ shall rise on the resurrection morn. We extend to the bereaved ones our sincere sympathy in this their great sorrow, and point them to One who will wipe away all tears from their eyes. The funeral services were conducted by her pastor.
