Montevideo, capital of the Republic of Urapfuay, where Secretary of State Colby made the second of his official visits in South America, is described in the following bulletin is-( sued by the National Geographic Society: Physically situated so that it is one of the healthiest cities in the would, with an equable climate which makes it a delightful place to live in, and possessing an atmosphere free from the bustle and noise of the more modern and commercial Buenos Aires and the more metropolitan Rio, Montevideo has become the resort of South America's Atlantic coast. Like New York, it covers a narrow peninsula from shore to shore; but in architecture it is the antithesis of the North American metropolis, being made up of a seemingly vast j number of low stone buildings, a few j two or three stories in height, the' great majority of them but one story. The principal thoroughfare, "The Avenue of the Eighteenth of July,", extending along the ridge of the pen- ! insula, with its colonnades and sidewalk cafes, gives a touch of Paris. And as a great packing center for the live stock produced on the unsurpassed pastures of Uruguay, Montevideo is comparable to Chicago or Kansas City. Evidence of this fact;1 is sometimes wafted on the winds, when they blow to the city from the1 seat of the gigantic industry across the bay. In physical equipment Montevideo , is modern. It is well lighted, well wa- 1 tered, adequately supplied with trans- , portation facilities, and most adr.nrai bly drained. Match Boxes Preach Sermons Montevideo has nearly a score of daily newspapers and the voiccs of a small army of newsboys arc heard constantly except during an hour and a half at midday when a 'siesta' is enforced by law for all business. With the voices of the newsboys mingle those of youths and derelect adults hawking government lottery tickets or boxes of matches from the sale of which th-2 government also obtains revenue. On each match box is printed a mora! maxim which may be considered lh^ al fresco substitute for the framed mottoes that adorn some Norlh Amercian homes. Just as Uruguay is free from physicial extremes?it is without mountains or gorges, deserts or jungles?so Montevideo is without social extremes. It has no equaiid slums and no ostentatious millionaires row. It may not inaptly be dubbed a comfortable bourgeois paradise. Montevideo is famed for its port which is one of the best on the Atlantic coast of the Americans. The city has a population exceeding 400,000, more than a quarter of the population of the entire 72.000 square miles of the republic. I wish to say to the framers and all concerned that I have kept watch nil the way of the desperate fight in each side in relation to stock law, and, while much interested, kept quiet. As I see in your issue of Feb. 3 a statement which shows Horry L'ountv now under the nrovisinns nf Ihe general stock law, I am real anxious now to speak and say that while 1 have before kept quiet, I have been both amused and interested, and I feel that now is the time when the people of Horry county should use every precaution. Many are likely going to build large pastures and some will likely attempt to keep up the fences around their farms, and I am anxious to say to every one on ordinary upland, and unless one has an extra place for pasturing, that large pastures and to keep up fences around the farms are all in vain and will in course of time prove a mistake and a loss. I feel sure that in a few years Horry will improve and show for herself that nothing better could have happened to her, in case the people will take advantage of the present opportunity and apply themselves and get those old fences out of the way and clean up and ditch, stump and improve the land. Very few in Horry county realize what their land is really worth. In my opinion Horry county will now develop and in only a short time prove herself far more valuable than her people give her credit for. This is a turning point, and she will take advantage of her many opportunities. .In 1020, in the month of June, wher. I also had the pleasure of visiting; the State Fair at Raleigh and the1 State Fair in Columbia during 1020, and I saw there plenty of red Duroc Jersey hogs, weighing 800 pounds I and more. I suppose nine-tenths of! % all the hogs at each of the fairs were; Red Duroc Jerseys and also averaged ; good size all round. The Red Jersey cows are small, but the 'cheapest! milk and butter was derived from the! Jersey cows. I also saw one Jersey1 male that was valued at $20,000.
