The governor's purpose is to create a central body, for the elimination of possible friction and possible overlapping of effort on the part of the | present boards of trustees. This would j also he in line with the ideas hold hy the governor when he recently called a meeting of uhe heads of all State institutions for the purpose of conferring as to methods of cooperation between the various schools. With regaixl to special school districts the governor's purpose is to ask repeal of all special acts giving certain school district boards legal power ^ and control over the schools, not now under the jurisdiction of the State hoard of education.
