An additional levy of the two mills
(2) in Districts Nos. 19 and 80, and
in District No. 61 an additional levy
of one mill is made to pay interest
on the School House Bonds, and to
create a Sinking Fund for their final
retirement. (
CAPITATION TAX.
A Poll tax of One Dollar, for
School purposes, is levied upon every
male citizen between the ages of 21
and 60 years, able to earn a living,
except confederate veterans over 50
years old.

A Capitation tax of One Dollar is

With regard to the educational institutions,
the governor's idea is that
suggested by him to the Legislature
last year, for the appointment of one
central board of trustees to Like the
place of the boards of the vaiious
schools. This would mean the aboltion
of the boards of trustees of the
University of South Carolina, of Winthrop
College, of Clemson College, of
the Citadel and possibly other educational
institutions such as the Medical
College of Charleston, and the
school for the Deaf and Blind at Spar
tanburg.

the various schools.
With regaixl to special school districts
the governor's purpose is to ask
repeal of all special acts giving certain
school district boards legal power ^
and control over the schools, not now
under the jurisdiction of the State
hoard of education. He would have
enacted one statute covering all such 1
districts and putting them under the %
control of the State board of education.
