WESTERN STRIKE BEGINS TO BREAK Many Railroad Workers Arc Returning to Their n. Jobs HINES' WARNING HAS WHOLESOME EFFECT Statement That Government Would Operate Roads Effective San Francisco, Cal.?The strike of railway men in hte extreme west and southwest, from indications, was crumbling today. Warned by Walter D. Hines, directoi general of railroads, that if they did not operate trains by 7 o'clock Saturday morning the railroad administration would undertake to do so, sentiment among strikers swung toward a return to work in many instances. San Francisco yardmen, after having been out about Mi hours, agreed to return to work at 8 o'clock. Virtually conditions had been restored at San Jose, Tracy and Oakland, important points in the handling of trains to the South and East, striker? having returned to work last night. At I/Os Angeles the question of returning awaited approval of the meeting of union officers today and second meetings of the locals represented by those officers.
