Columbia.?That the public inaugural exercises should be abolished is the statement made by Governor Manning on his return from Washington last week. He said that a machine gun, at a distance, in the hands cf an enemy, would wipe out the whole Government. The Chief Flxecutive said there is intense feeling in Washington and throughout the country at the action of the twelve Senators in blocking the "armed neutrality" resolution in the Senate; that the temper of the people is such that they will stand hehind the President in any move that he may make. Praises Delegation.
