Secretary McAdoo expressed his deep regret that such untrue and harmful publication should he made. "Among other things the arti.h contained the statement that South America is poverty stricken. "The real situation in South America as it impressed itself upon every member of the high commission, is that a large, almost unlimited field of investment and commercial expansion presents itself to the United States, but the possibilities can not be made realities without a concerted effort on the part of the American merchants, manufacturers and financiers.
